About this file

This document is an amendment to Solicitation No. AW232344 issued by the Washington State Patrol (WSP) for the procurement of an acoustic hailing device. The amendment addresses several questions from potential bidders, including the intended mounting and power solutions for the device, whether it should be quoted as a base unit with separate mounting or as a complete kit, and the preferred mounting options. The solicitation is for a 60-month contract period, and the WSP anticipates purchasing at least one unit initially, with the potential for future purchases.

Regarding pricing, the amendment specifies that the unit and mounting equipment should be quoted separately for transparency, but the scoring will be based on the total price. The solicitation is for a public order team and will not involve the use of a Lenco or BearCat vehicle, which would require a different power solution. No wireless communication capability is required for the system.

Washington State Patrol 8543 Armstrong Road SW Tumwater, WA 98512 Solicitation Amendment

Solicitation No.: AW232344 Amendment No.: 1 Effective Date: 7/23/2024

AMENDMENT NO. 1

TO

SOLICITATION NO. AW232344

ACOUSTIC HAILING DEVICE

This Amendment (“Amendment”) to Solicitation No. 1 is effective immediately and is not required to be submitted with proposals. All other terms, conditions, and specifications remain unchanged.

P U R P O S E

THE PURPOSE of this amendment is to capture the following questions:

• Question #1: Each version of hailer comes with their own mounting solutions. How did you intend to operate these units? i.e. via hard wired through the bear cat? Or do you want them to be magnetically mounted? They also have an option for vacuum seal mounting as well. [Additional changes as needed, or delete additional bullet. Number as Change #2 and any additional changes should be numbered sequentially o Answer: These will not be used with a Bear Cat but with an F-150 or Ford Explorer. We understand these vehicles do not put out enough electricity to power the LRAD. Therefore, it will need to be battery powered.

• Question #2: Did you want this quoted with the base unit by itself and the mounting solutions separate? Or did you want them quoted as a kit?

o Answer: Unit and mounting equipment separate for transparency, but the scoring will be based on the total price.

• Question #3: The large hailer (1500 meter range requirements) has the option of a tripod mount, magnetic mount or vacuum seal mount. Which is the preferred mounting solution?

o Answer: Likely to be mounted on either a tripod or a vacuum mount.

• Question #4: Do you require the ability to wirelessly communicate with the systems via the wireless mobile kit that allows the user to give commands to the base unit from a distance larger than 30 meters away? Or do the troopers intend to use the hardwired system controls at the system?

o Answer: No wireless needed.

• Question #5: Battery solution – it says it requires a battery solution which isn’t a problem. But if its going to be mounted to the lenco or bear cat, they make a hard wired cable solution that allows it to be powered from the vehicle instead of a separate battery system.

o Answer: No Lenco or BearCat will be used unless purchased by SWAT. This is for the public order team.

• Question #6: Is there a quantity of each version of hailer that they are looking for or anticipating purchase of?

o Answer: The Washington State Patrol anticipates the purchase of at least 1 unit, but the contract will be for a 60 month period as defined in the bid document under Section 2.3 and may include future purchases.
