About this file
This is Solicitation Amendment 1 issued by the North Dakota Department of Transportation (NDDOT) for Contractor Operated Equipment and Equipment Hauling Services under IFB 968-72/988-26-26-050. The solicitation seeks bids for snow removal equipment (including dozers, agricultural tractors with blades, motor graders, snow plow trucks, snowcats, and pay-loader mounted snow blowers), flood control equipment (tractor backhoes, excavators, and water pumps), and hauling services for emergency snow removal equipment throughout North Dakota. The amendment, issued October 19, 2026, addresses six questions and clarifications submitted by potential bidders regarding participation eligibility, subcontracting authority, licensing requirements, site visits, bonding and insurance requirements, and contract volume expectations. Bidders may choose which items to provide pricing for and are not required to bid on all line items. The original solicitation deadline for questions was October 27, 2026, with bids due November 3, 2026 at 2:00 p.m. Central Time. The contract period runs from November 3, 2026 through June 30, 2027, with a non-renewable extension option not to exceed 30 days. No mandatory site visits or bidders' conferences are required, though NDDOT may make unique requests that differ by district.
Equipment pricing is hourly for running units and transport hours with fuel and oil included, while hauling is priced per running mile. All rates must be firm-fixed throughout the contract period and submitted in U.S. currency. Payment will be made within 30 days of completed services at 100 percent of the total cost based on bid pricing upon satisfactory completion. There is no bond requirement; however, bidders must carry commercial general liability and automobile liability insurance with minimum limits of $500,000 per person and $2,000,000 per occurrence, plus statutory workers compensation, with a certificate due within 24 hours of contract activation. Freight brokers using contracted carriers are eligible provided all entities meet bid specifications, and subcontractors and suppliers need not be identified at bid submission. Vendor registration through NDBuys is required to submit a response. The solicitation carries no set-aside. Award will be made to the responsible offeror with the lowest priced, responsive bid, although NDDOT reserves the right to make multiple awards. All bidders must acknowledge receipt of and compliance with this amendment by returning the signed acknowledgement page with their solicitation response.

Solicitation Amendment 1
October 28, 2026
Solicitation Number: 968-72/988-26-26-050
Title: Contractor Operated Equipment & Equipment Hauling Services
Deadline for Receipt: October 27, 2026
Solicitation Issued: October 19, 2026
The solicitation established a deadline for submission of questions and requests for clarification.
The responses, including any necessary amendments, are as follows:
Question 1: Does the equipment hauling portion of the contract permit participation by freight brokers using contracted carriers, what are the eligibility requirements, and can equipment hauling be offered separately from contractor operated machinery?
Response 1: NDDOT accepts a freight broker using contracted carriers as long as all entities meet all bid specifications for “Hauling Emergency Snow Removal Equipment” requirements and to provide a cost for the item. Bidders may choose which items they want to provide a price for and are not required to provide a price for all items.
Question 2: May the prime contractor subcontract the fieldwork (or, for supply contracts, source and deliver through independent wholesalers/distributors without manufacturer authorization)?
Must subcontractors or suppliers be identified at the time of bid?
Response 2: The prime contractor may subcontract work if the IFB and item specification requirements are met by all parties. Subcontractors and suppliers do not need to be known at the time of the bid submission.
Question 3: Are any specialized licenses, prequalification, prior-project experience, or manufacturer/dealer authorizations required specifically of the prime bidder?
Response 3: Vendor shall meet all IFB and item specification requirements in the bid. No other requirements are required to be in compliance.
Question 4: Are any mandatory meetings or site visits required, and can they be completed remotely?
Response 4: Each request by the NDDOT will likely be unique and will differ by NDDOT District.
Question 5: What are the bid/performance bond and insurance requirements.
Response 5: There is no bond requirement. Bidders shall meet all requirements in the Risk Management Appendix, as well as all requirements in Section 4-Risk Management Requirements of the bid.
Question 6: What are the expected quantities or annual contract volume, mobilization/delivery expectations, payment terms, and any registration requirements before award?
Response 6: The volume of work is unknown and there is no guarantee that an item will be requested by the NDDOT even if a price is provided for any of the items. The NDDOT will determine if there is a need for an item and work with any vendors that provided a price for that item. Each request by the NDDOT will likely be unique and the vendor shall meet the IFB and item specification requirements. Payment will be made within 30 days of completed services, 100% of the total cost of hours used based on the bid price upon satisfactory completion of services. Supplier registration is required to submit a response to a solicitation.
Bidders are instructed to acknowledge receipt of and compliance with this amendment by signing below and returning the Solicitation Amendment Acknowledgement page with your solicitation response.
Note: If a supplier has already submitted a response to the solicitation before this amendment was posted, the same response or a revised response needs to be submitted again in order to be considered in evaluation for the solicitation.
Questions regarding this amendment must be submitted in writing to the Procurement Officer.
