About this file
This is Amendment 1 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) Procurement Office for the purchase of portable trailer-mounted pipe cleaners. The solicitation seeks bids for an estimated total of 15 pipe cleaners to be purchased at a rate of three units per year over a five-year contract period. Each unit must be a heavy-duty, diesel-powered (minimum 55 HP), trailer-mounted system equipped with a triplex plunger pump capable of 2000 psi at 40 gpm and a minimum 700-gallon water storage tank for cleaning storm sewers, catch basins, and driveway pipes. The original bid submission deadline was October 16, 2026 at 2:30 p.m., which was amended to November 18, 2026 at 11:00 a.m. Questions from offerors were due by September 30, 2026 at 12:00 p.m. Award notification is scheduled for December 15, 2026. The contract term is one year with four optional one-year renewals, extending through November 8, 2031, with an estimated start date of November 9, 2026. Delivery must occur within 120 days of purchase order receipt to the SCDOT Equipment Depot in Columbia, South Carolina.
Pricing must be submitted in U.S. dollars with separate unit prices for each of the five years, though quantities are estimates and not guaranteed. Contract pricing is fixed during the initial term with no adjustments permitted, though the Procurement Officer may approve price increases for renewal terms based on the Producer Price Index (PPI) for applicable commodities, subject to a 90-day advance request with justification. Bidders must be registered as South Carolina state vendors and must independently hold factory authorization as a parts, service, and warranty facility with at least one factory-authorized location in South Carolina at the time of bid submission. Awardees must maintain comprehensive insurance coverage including $1 million commercial general liability, $1 million auto liability, and statutory worker's compensation with $1 million employer's liability coverage. Bidders must submit proof of at least three recent comparable contracts, manufacturer specifications and catalog data sheets, service literature, operator training materials on DVD, and a manufacturer's certificate of origin with South Carolina Department of Motor Vehicles Form 400 for each unit. All offers must be submitted online through www.procurement.sc.gov.

QUESTIONS AND ANSWERS ARE BELOW. THE SCDOT’S ANSWER APPEARS IN RED.
Question #1
Section III requires the high-pressure pump to have a minimum 3-year standard manufacturer’s warranty and the tank(s) to have a minimum 5-year standard manufacturer’s warranty.
If an OEM’s published base warranty is shorter, but that same OEM offers a factory-backed extended warranty that the bidder includes at no additional cost to SCDOT and that provides at least the required 3-year pump / 5-year tank coverage, would that satisfy the requirement? Or does “standard manufacturer’s warranty” mean the OEM’s normal published base warranty must itself meet those durations without an extension?
SCDOT response to Question #1
Yes, a factory-backed extended manufacturer’s warranty may be used to satisfy the warranty duration requirements of this specification, provided the warranty is issued and backed by the original equipment manufacturer (OEM), is included in the bid price at no additional cost to SCDOT, and provides coverage for the full minimum period specified.
Question #2
Section V. states SCDOT may consider an identified subcontractor and a documented commitment from a satisfactory source, and the Required Information clause asks for qualifications information for any identified subcontractor.
If a vendor identifies a factory-authorized OEM/dealer as a subcontractor/service-and-warranty partner, may SCDOT consider that identified subcontractor’s comparable contract history, experience, service capability, and financial responsibility together with Marchiano’s information when evaluating the responsibility/qualification requirements, including the request for three recent comparable contracts?
SCDOT response to Question #2
SCDOT may consider all information submitted regarding a subcontractor’s experience, but a subcontractor’s experience will not off set a substantial lack of experience on the part of a bidder.
Where the solicitation requires the submission of comparable contract history, including three recent comparable contracts, such information must be provided by the bidder and must demonstrate the bidder's own experience as the responsible contracting party. Experience, references, or past performance of a subcontractor will not be accepted in lieu of the bidder's qualifications.
For warranty, service, parts, and support requirements, SCDOT requires support to be provided through the Original Equipment Manufacturer (OEM) or an OEM-authorized dealer or service provider. Any bidder proposing equipment under this solicitation shall demonstrate its ability to provide warranty and service support through an OEM-authorized dealer network.
The bidder shall remain fully responsible for the performance of all contract requirements. SCDOT's evaluation of responsibility and qualifications will be based upon the bidder's demonstrated experience, financial responsibility, and ability to provide the required equipment and support in accordance with the solicitation requirements.
Question #3
Is the stated quantity of three units per year a guaranteed purchase quantity, an estimated quantity, or a maximum/anticipated quantity subject to purchase orders and funding?
SCDOT response to Question #3
SCDOT has an estimated quantity of 15 pipe cleaners to be purchased over the 5 year contract period.
Question #4
The solicitation states three units are to be purchased each year for five years, while the general contract terms state the contractor's price is fixed for the duration of the contract, including option terms. Is the successful bidder's unit price expected to remain fixed for all five potential years, or does the bidding schedule provide a separate price/reset mechanism for renewal years?
SCDOT response to Question #4
A new bidding schedule has been issued to break the quantities out for bidding purposes; however, the
State reserves the right to move quantities from year to year if needed. Quantities are best estimates.
Also, the contract allows percent adjustments based on PPI after the first year of the contract.
PRICE ADJUSTMENT - LIMITED -- AFTER INITIAL TERM ONLY (JAN 2006)
Upon approval of the Procurement Officer, prices may be adjusted for any renewal term. Prices shall not be increased during the initial term. Any request for a price increase must be received by the Procurement Officer at least ninety (90) days prior to the expiration of the applicable term and must be accompanied by sufficient documentation to justify the increase. If approved, a price increase becomes effective starting with the term beginning after approval. A price increase must be executed as a change order. Contractor may terminate this contract at the end of the then current term if a price increase request is denied. Notice of termination pursuant to this paragraph must be received by the Procurement Officer no later than fifteen
(15) days after the Procurement Officer sends contractor notice rejecting the requested price increase. [07- 7B165-1]
PRICE ADJUSTMENTS -- LIMITED BY PPI (JAN 2006)
Upon request and adequate justification, the Procurement Officer may grant a price increase up to, but not to exceed, the unadjusted percent change for the most recent 12 months for which data is available, that is not subject to revision, in the Producer Price Indexes (PPI) for the applicable commodity, as determined by the Procurement Officer. The Bureau of Labor and Statistics publishes this information on the web at www.bls.gov (.) [07-7B180-1]
Question #5
The solicitation says the bidder must be a factory-authorized parts, service, and warranty facility, and also requires at least one factory-authorized parts/service/warranty location in South Carolina. The
Qualifications section also says SCDOT may consider a documented commitment from a satisfactory source that provides the required capability and may consider an identified subcontractor. Can the bidder requirement be satisfied if the prime bidder submits a documented manufacturer/dealer commitment showing that a factory-authorized South Carolina dealer will provide the required parts, service, and warranty support, or must the prime bidder itself independently hold factory authorization in its own name at the time of bid?
SCDOT response to Question #5
The bidder must independently meet all qualification requirements of the solicitation at the time of bid submission.
http://www.bls.gov/
The bidder must be a factory-authorized parts, service, and warranty facility and must maintain at least one factory-authorized parts, service, and warranty location within the State of South Carolina. These requirements apply directly to the bidder and may not be satisfied through a subcontractor, dealer, distributor, service provider, or other third party.
The provisions allowing SCDOT to consider a documented commitment from a satisfactory source or an identified subcontractor do not waive, replace, or satisfy qualifications expressly required of the bidder.
Accordingly, a bidder that does not hold the required factory authorization and maintain the required factory-authorized South Carolina location will be considered non-responsive to the solicitation requirements.
Question #6
Please confirm whether the controlling requirement is a truck mounted unit or the trailer mounted configuration described in Section III, and whether the listed specifications are minimums.
SCDOT response to Question #6
The units are trailer mounted. Specifications listed under Scope of Work must meet or exceed the requirements
Question #7
Please confirm the online SCEIS submission route and whether the paper instructions on page 3 remain an alternative.
SCDOT response to Question #7
Solicitation responses must be submitted via SCEIS or hard copies mailed as stated on page 3 of the solicitation.
Question #8
What’s the type of trucks do you have ?
SCDOT response to Question #8
The most recently purchased trailer-mounted sewer cleaning units were manufactured by Sewer Equipment
Co. of America (SEA).
All other terms, conditions, bidding instructions, and specifications remain unchanged.
