About this file
Amendment Number One to Invitation to Bid 2026-1100-0190, issued by the State of Alaska Department of Fish and Game on January 7, 2026, revises the bid schedule and captain and crew experience requirements for a Southeast Alaska Harbor Porpoise Survey vessel charter. The procurement seeks a fully functional diesel-powered vessel at least 67 feet in length with a licensed captain and minimum crew member to serve as living quarters and operations base for marine research activities. The vessel must accommodate up to twelve ADF&G personnel, transport two 22-foot skiffs, and be equipped with specified navigation, communication, and safety equipment. The charter is anticipated for seventeen days during June 2026 with potential extensions to twenty-one days, covering approximately 1,400 nautical miles through Southeast Alaska's inside passage and outer coastal waters. Bid submissions are due January 13, 2026, at 2:00 p.m. Alaska Standard Time, with contract award anticipated January 14, 2026, and contract issuance by January 26, 2026. The contract period extends from award through December 31, 2026, with options to renew for two additional one-year terms.
The amendment clarifies critical bid schedule information, establishing that bidders must submit a not-to-exceed cost for seventeen days with seven personnel, identify average fuel consumption at nine knots separately for evaluation purposes, and provide per-head daily costs for additional crew members outside the evaluation scoring. Captain and crew experience documentation, including USCG license verification for the designated captain, is mandatory for bid responsiveness. The procurement structure is a dry charter with ADF&G responsible for fuel costs during chartered days, excluding transit fuel to Juneau. All consumables including vessel fuel, lubricants, filters, meals, and provisions must be included within the daily charter rate. The State reserves the right to inspect vessels, request supplemental information, and reject non-responsive bids, with evaluation based on the lowest responsive and responsible bidder selection criteria and an available Alaska Bidder Preference of five percent for qualifying bidders.

The renewal language included in Section 2.02 is intended to speak to smaller renewal options until work is completed if its not completed before the expiration. With the amount of competition existing, if this project is necessary in the future we will conduct another solicitation at that time.
Q3: ITB states adfg states personnel at 7, but wants a per head per day cost of additional personnel. Where is this line item to be stated in the bid packet to return?
A3: The bid schedule has been edited to include a line for bidders to submit per head per day costs for additional personnel.
Q4: Attachment 6 asks for vessel information. It appears from another solicitation from a com fish itb. As you know, I did this task last year with the same vessel as I intend to use on this bid. Shall I fill it out and ignore the crab pot capacity (FYI, we carry 4 sport dungy pots)?
