About this file
This Amendment 1 document supplements the Request for Quote (RFQ) issued by South Carolina State University for charter bus services for its Marching 101 band's travel to Tampa, Florida (Solicitation No. 5400028598). The solicitation seeks a minimum of seven 55-57 passenger coaches to transport 255 students, 17 staff members, and associated equipment for a trip scheduled September 19-21, 2025. Buses and drivers must remain with the group throughout the duration of the trip. The submission deadline is August 15, 2025, at 11:30 AM, with questions from offerors due by August 8, 2025, at 11:30 AM. No pre-bid conference or site visit is required. Award is scheduled for August 18, 2025, and will be made to one offeror, though SCSU reserves the right to award to the two lowest bidders if the band's needs cannot be met by a single contractor. All offers must be submitted online at www.procurement.sc.gov, and offerors must acknowledge receipt of Amendment 1 (issued August 11, 2025) by identifying it on their submission or by signing and returning the amendment.
The budget maximum for this solicitation is $50,000.00, with proposals exceeding this amount potentially being rejected as non-responsive. Contractor drivers' meals and overnight lodging expenses must be added as separate line items to the quote, with costs not to exceed the rates allowed by the South Carolina State Comptroller General's office or the lodging rates being paid by the university's traveling group. South Carolina State University does not currently have an active contractor for this service. Offerors must provide an in-state office address to qualify for resident vendor or resident contractor preferences under South Carolina Code Section 11-35-1524. Contractors must identify any subcontractors whose work exceeds 10 percent of cost, involves government information access, or is otherwise critical to performance. All buses must be roadworthy, FMCSA-compliant, and equipped with air ride suspension, panoramic windows, reclining seats, Wi-Fi, electrical outlets, and temperature control. Contractors must provide travel insurance for passengers and maintain a satisfactory FMCSA safety rating.

CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE
REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE
CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY
REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]
