About this file

This is Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Transportation for the Blythewood Pedestrian Railing System. The project involves installation of a pedestrian railing system on a bridge in Blythewood, South Carolina. Offers were due by September 5, 2019 at 2:30 PM, with award posting scheduled for September 16, 2019. A pre-bid conference was held on August 26, 2019 at 9:00 AM at the Blythewood Community Center located at 311 Blythewood Road, Blythewood, SC 29016. Questions from offerors were required to be submitted by August 27, 2019 at 12:00 PM to Procurement Officer Latricia Trapp at TrappLA@scdot.org or 803-737-8380. Offerors were required to hold their offers open for a minimum of thirty calendar days following the opening date.

The amendment clarifies specifications for the fence framework, coating, and painting work, including that touch-up paint may be required if the original bridge parapet wall paint is damaged, with the required paint color specified as Near White (Federal Shade No. 37778). The amendment also establishes expansion joint requirements, specifying that the fence shall not span past bridge expansion joints, with posts placed on each side and a maximum three-inch gap between fence edges. The amendment confirms that lane closures during daytime hours are permissible, but fencing is required only on the concrete wall on each side of the bridge, not in the center of the roadway.
