About this file

This Amendment #1 document supplements an Invitation for Bid issued by the South Carolina Department of Transportation for the Blythewood Pedestrian Railing System project. The solicitation requests installation of pedestrian railing on a bridge, with work encompassing materials, traffic control, and full installation labor. The project involves installing railing on approximately 552 linear feet across two sides of a bridge parapet wall: 276 feet 10 inches on the South side and 278 feet 5 inches on the North side, with posts positioned on each side of expansion joints and no more than three inches of gap between fence edges at joints. A pre-bid conference was held on January 23, 2020 at 10:00 AM at Richland Maintenance located at 7201 Fairfield Road, Columbia, South Carolina. Questions from offerors were due by January 24, 2020 at 12:00 PM, and sealed bids were due online by February 3, 2020 at 2:30 PM. Award notification was scheduled for February 10, 2020. Offerors were required to hold their offers open for a minimum of thirty calendar days after the opening date.

The solicitation evaluation is based on unit pricing structured as three lump sum line items: Line Item 0001 for all materials, Line Item 0002 for traffic control to complete the project, and Line Item 0003 for full installation labor including core drilling work. Offerors were required to submit a signed copy of the solicitation cover page and register for a South Carolina Vendor Number through www.procurement.sc.gov. All amendments and related notices were posted on the South Carolina procurement website. The procurement officer for this solicitation was Latricia Trapp, reachable at 803-737-8380 or TrappLA@scdot.org.

The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “state’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows:

underlined text is added to the original provision. Stricken text is deleted. [02-2A097-1]

Q-1 The Solicitation documents state this project will be evaluated on a unit price basis however page 33 seems to be requesting prices on a lump sum basis as the Quantity is 1 for each Line Number.-Please clarify.

A-1 See below A-2, A-3, and A-4

Q-2 Line Number 0001- Is this price for materials only-should the quantity be 552 LF in lieu of 1.

A-2 Line Item 0001 is the lump sum price of all materials

Q-3 Line Number 0002- should this price be per day or lump sum?

A-3 Line Item 0002 is the lump sum price for traffic control to complete the project.

Q-4 Line Number 0003-is this price submission for labor only to install fence including the requested core drilling-should the quantity be 552 LF in lieu of 1.

A-4 Line Item 0003 is the lump sum price for the full installation to complete this project.

Q-5 Will the railing be installed on the flat top of the parapet wall only and not on the tapered end sections?

A-5 Yes, the railing will be installed on the flat top of the parapet wall. However, there is no tapered portion on this bridge.

Q-6 Finally, our cursory inspection of the site leads us to believe that the measurement for the two walls is less than 552 LF- do we need to verify that?

A-6 On the South side of the bridge, from the end of the Parapet wall to the other end of the parapet wall was 276’ 10”

On the North side of the bridge, from the end of the Parapet wall to the other end of the parapet wall was 278’ 5”

This adds up to 555’3”. The 552 would be that 555 minus a small bit to inset on each corner due to mounting logistics.
