About this file
This is an Amendment 1 document for an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for pipe repair services at Edisto Beach. The project involves repair of a 48-inch pipe line spanning 150 feet located at Whaley Street and Jungle Shores Drive in Edisto Beach, South Carolina. The solicitation includes three line items: a primary 48-inch pipe repair requiring damming, injection grouting, labor, and equipment; an optional Spincast CCCP repair method; and pipe cleaning services for a 320-foot section including dewatering and pre- and post-video documentation. The original solicitation deadline for questions was April 30, 2020 at 2:00 P.M., with a mandatory site visit scheduled for April 29, 2020 at 11:00 A.M. Offers were due May 7, 2020 at 2:30 P.M., with award notification expected May 14, 2020. Bidders were required to submit offers online through the South Carolina procurement website and acknowledge receipt of all amendments.
The amendment addresses an alternative construction method question, confirming that 42-inch Snap-Tite liner pipe using slip-lining methodology would be acceptable as an alternate repair method, provided the contractor verifies constructability given the project constraints, including non-open-ended pipe sections and a catch basin within the 150-foot scope. Offerors were required to provide unit prices and extended prices for each line item, register as South Carolina vendors, and hold their offers open for a minimum of 30 calendar days following the opening date. The solicitation was classified as an exempt procurement, with the procurement officer Laura Bagwell serving as the primary contact.

1. Would an alternate repair method such as 42’’ Snap-Tite Liner Pipe using the slip lining method be accepted?
The 42” Snap Tite is acceptable as an alternate method but, SCDOT has concerns as the 150’ limits of the project are not open ended pipe and the there is a catch basin in the middle of length. Not sure if it is physically possible to insert slip line the full length. Contractor will need to verify constructability.
