About this file

This document is an Amendment 1 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for an Asphalt Recycler and Hot Box Trailer. The solicitation, numbered 5400020989, was issued on March 16, 2021, with a submission deadline of March 23, 2021, at 2:30 P.M. through the online procurement portal at http://www.procurement.sc.gov. Offerors were required to submit questions by March 12, 2021, at 12:00 P.M. to the Procurement Officer, Jon Baysden, at baysdenJW@scdot.org. A single copy of the offer was required for submission, and no pre-bid conference or site visit was scheduled. The award was projected to be posted on April 2, 2021. Offerors were required to hold their offers open for a minimum of thirty calendar days after the opening date, and all submissions were required to include a signed copy of the solicitation form.

The amendment document addresses four questions and responses regarding specifications for the equipment. Key clarifications include acceptance of an oil-jacketed unit with a single burner rather than dual burners, acceptance of a stainless steel burner combustion chamber, recommendation of a Wacker Packer Plate Compactor Model WP 1550 with wheel kit (approximately 19x19 inch compactor plate) over a roller compactor setup for versatility with pothole shapes, and acceptance of a delivery timeline of 30-40 days after order receipt with possible expedited delivery within 15 days if units are in stock. The solicitation required offerors to register for a South Carolina Vendor Number and identify their entity type, whether sole proprietorship, partnership, corporate entity, or government entity.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING

FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS

RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT

REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-

REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT

FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART

OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE

ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL

PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]

QUESTIONS AND ANSWERS ARE BELOW. THE SCDOT’S ANSWER APPEARS IN RED.

1. Unit being oil Jacketed, requires only one burner not dual. Is this acceptable?

Yes

2. Unit burner combustion chamber is stainless steel. Is this acceptable?

Yes

3. What size roller is required? We recommend going with a Wacker Packer Plate Compactor Model WP 1550 with wheel kit. It is approximately 19x19 inch compactor plate.

We would rather have a roller compactor setup. That setup is more versatile when it comes to the shape of potholes. A plate compactor that size would be much heavier than our current setup.

4. Delivery is typically 30-40 days after receipt of order, but we may have one of these units in stock (subject to availability) which may allow for delivery within 15 days on one unit. Is this acceptable?

Yes
