About this file

This is Amendment No. 1 to a Request for Proposal (RFP) issued by the South Carolina Department of Health and Environmental Control (DHEC) for Homebound Vaccine Services. The amendment modifies the original solicitation to expand service scope and adjust key dates. The RFP seeks vendors to provide COVID-19 vaccination services to homebound individuals across South Carolina's 45 counties organized within four DHEC regions: Lowcountry, Midlands, Pee Dee, and Upstate. Vendors may bid on one or more regions, with awards made to the lowest priced responsive and responsible offer for each region. The original opening date of September 21, 2021 was extended to September 28, 2021 at 2:30 PM ET, and the award date was moved from September 28, 2021 to October 5, 2021. Questions from offerors were required to be submitted by September 7, 2021 at 5:00 PM ET. Offers must be submitted online at http://www.procurement.sc.gov, and offerors must hold their offers open for a minimum of thirty calendar days after the opening date.

The amendment adds significant service requirements, including a mandate that contractors offer flu vaccines to all individuals requesting COVID-19 vaccination services, with vendors permitted to bill individual insurance for flu vaccine administration fees but prohibited from billing DHEC for flu vaccine supplies or administrative fees. Contractors must comply with CDC's 2021 Vaccine Storage and Handling Toolkit guidelines when administering flu vaccines and report additional services provided using DHEC-approved methods at least weekly. DHEC will identify homebound individuals requesting services and notify vendors of requests, while also providing a limited number of flu vaccines or other pharmaceutical mitigation measures for use in the program. The solicitation specifies that South Carolina has more than 11,000 homebound persons requiring vaccination services, with Appendix A providing a county-by-county listing of known homebound individuals aged 60 or older to assist vendors in estimating qualifying populations in their respective regions.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY

ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE

CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU

REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE

PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS

CONSEQUENCES. [11-35-1524(E)(4)&(6)]

PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below.
