About this file
This is Amendment 1 to a Request for Proposal issued by the South Carolina Department of Transportation for a Design Build Research Project – Phase II. The original solicitation (No. 5400022008) was issued on October 20, 2021, with a questions deadline of October 18, 2021, at 12:00 p.m. Offerors must submit five copies of their proposals online at http://www.procurement.sc.gov by November 19, 2021. No pre-bid conference or site visit is required. Award notification is scheduled for November 23, 2021. Offerors must hold their offers open for a minimum of thirty calendar days following the opening date. The amendment addresses questions submitted by prospective offerors regarding the solicitation requirements, specifically regarding the integration of project scheduling systems (P2S) with agency applications such as ITMS, Primavera, CBES, Webtransport, and Sitemanager, and the availability of comparable data between Design Build (DB) and Design Bid Build (DBB) delivery methods at various Work Breakdown Structure (WBS) levels.
The State's responses clarify that there are no major differences in data fields available between DB and DBB methodologies across the integrated applications, and that comparable data on specific task durations and delays are available through contractors' project-specific CPM (Critical Path Method) schedules. Offerors must acknowledge receipt of this amendment by signing and returning it, identifying the amendment number and date, submitting a letter, or including indication of receipt in their bid submission. All other terms, conditions, bidding instructions, and specifications from the original solicitation remain unchanged. Questions or clarifications regarding the amendment should be directed to Procurement Officer Renee Frazier at 803-737-0970 or FrazierRC@scdot.org.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)
THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING
FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS
RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-
REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT
FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE
ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL
PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]
QUESTIONS AND ANSWERS ARE BELOW. THE SCDOT’S ANSWER APPEARS IN RED.
1. The CPM report states that “P2S integrates with agency applications such as ITMS, Primavera, CBES, Webtransport, and Sitemanager” – Are there any major differences in the data fields available for DB and DBB between these applications? Only a high-level response is being requested at this point.
- NO
2. In relation to the P2S integration with Primavera, at what WBS levels are data available for comparison between DB and DBB? For example, is it at the overall project level or is comparable information available on specific task durations and delays? Again, only a general response is being requested at this point.
- We have comparable data on the specific task durations and delays in the form of Contractor’s project-specific CPM schedules.
