About this file
This is Amendment #1 to an Invitation for Bid solicitation issued by the SC Department of Natural Resources for roof replacement services at Yawkey Wildlife Center in Georgetown, South Carolina. The project involves replacing seven roofs at the facility. The solicitation was issued by Procurement Officer Andy Bowman, CPPB, and may be directed to bowmana@dnr.sc.gov or 803-734-3933. A mandatory prebid conference was scheduled for November 17, 2020 at 11:30 AM at the Yawkey Wildlife Center, with participants meeting at the bridge/boat ramp parking lot. Questions from potential offerors were due by November 20, 2020 at noon. The sealed bid submission deadline was December 4, 2020 at 10:00 AM, with bids to be submitted to SCDNR Procurement at 1000 Assembly Street, Room 142, Columbia, SC 29201, either by mail or through the SCEIS portal system. Award notification was scheduled for December 4, 2020, with all awards, solicitation documents, amendments, and notices to be posted at http://www.procurement.sc.gov. Offerors were required to hold their bids open for a minimum of 90 calendar days following the opening date.
The amendment addressed vendor questions regarding materials and logistics for the roof replacement project. Specifically, synthetic underlayment was approved as an acceptable substitute for 30# felt on all lots where roof pitch is 3/12. Regarding material delivery to job sites, if road conditions prevent large delivery trucks from accessing individual locations, the state agreed to assist with transportation once materials are delivered to the island, pending prior coordination with SCDNR staff to confirm road conditions and schedules. The amendment clarified that contractors must provide their own bathroom facilities, as portable restrooms are necessary due to the lack of convenient facilities at job locations. All other terms and conditions of the original solicitation remained unchanged.

*****Vendor Questions and Answers************
1. On lots 1,2 & 3, is it ok to use synthetic underlayment instead of 30# Felt since the pitch on each roof is 3/12 ?
Answer: Synthetic underlayment is an acceptable substitute for 30# felt on all lots.
2. If the shingles cannot be delivered to each of the job sites due to the condition of the roads, are we responsible for transporting them to each job site ourselves?
Answer: If road conditions do not allow a large delivery truck to reach each job location we are willing to assist transporting them once they are delivered on the island. Prior coordination is required with SCDNR staff to determine road conditions and delivery schedules.
3. In the SOW, it states that we are to provide our own bathroom facilities?
Answer: We do not have restroom facilities convenient to each job location so portable restrooms are necessary.
All other terms and conditions remain unchanged
