About this file

This is Amendment 1 to an Invitation for Bid issued by the South Carolina Materiel Management Office's Division of Procurement Services on behalf of the SC Law Enforcement Division (SLED) for the purchase of a Liquid Chromatograph/Quadruple Time-of-Flight Mass Spectrometer (LCMS/QTOF). The instrument will be used for screening toxicology samples in post-mortem, DUI, and criminal sexual conduct cases, with particular focus on drugs not easily detected on standard immunoassay screens. Bids must be submitted online by January 4, 2021 at 11:00 A.M., with questions due by December 16, 2020 at 11:00 A.M. No pre-bid conference or site visit is required. Award is scheduled for January 21, 2021. Offerors must acknowledge receipt of this amendment and submit one original copy of their signed offer online. The offer must remain open for a minimum of thirty calendar days after the opening date.

The amendment clarifies that while the original solicitation references Agilent systems and MassHunter software, functionally equivalent systems from other vendors will be considered, provided they are adequately compatible and include appropriate training. Optional additional sources including APCI, APPI, combined ESI/APCI, nanoESI interface, and GC APCI source may be quoted as future options rather than included in the initial quote. Functionally equivalent nitrogen generators may be considered if comparable, though SLED prefers uniformity due to existing maintenance contracts and routine service agreements. No pricing information, set-asides, or funding sources are detailed in this amendment document.

AMENDMENTS TO SOLICIATION (JUN 2017)

The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “State’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: Underlined text is added to the original provison. Stricken text is deleted. [02-2A097-1]

1. Vendor Question: What is the specific application the LC/QTOF will be used for?

“…the purchase of a Liquid Chromatograph/Quadruple Time-of-Flight Mass Spectrometer (LCMS/QTOF) in accordance with all requirements stated herein.”

Scope of Solicitation, page 3

State’s Response: This instrument will be used for screening Toxicology samples in Post-mortem, DUI and Criminal Sexual Conduct cases for drugs and poisons. It will particularly focus on those drugs that are nor easily detected on standard immunoassay screens.

2. Vendor Question: The specifications listed throughout the solicitation reference Agilent systems and software (MassHunter). Will a functionally equivalent system from a vendor other than Agilent be considered?

“The system shall have the following capabilities:” and “The system must demonstrate these mandatory specifications after autotune:”

Scope of Work/Specifications, page 13

State’s Response: Yes, other vendors will be considered.

3. Vendor Question: What is referred to by “special features”?

“The system must have special features to reduce complexities in Data Independent Analysis.”

Scope of Work/Specifications, page 13

State’s Response: This refers to data deconvolution features.

4. Vendor Question: If a different LC and software are provided, with adequate training included as part of the package, will the system be considered?

“Be fully compatible with, and under the same software control as, an Agilent 1260 Infinity II LC system.” and “Must operate on MassHunter software…”

Scope of Work/Specifications, page 13

State’s Response: Yes.

5. Vendor Question: Should these items be included on the quote or should it just be an option to add these sources at a later time.

“Must offer as optional items the following additional sources: APCI, APPI, combined ESI/APCI, nanoESI interface, and GC APCI source with fully integrated GC and transfer line control.”

Scope of Work/Specifications, page 14

State’s Response: Must have options for these at a later time.

6. Vendor Question: Will a functionally equivalent nitrogen generator be considered (i.e. one that is compatible with the LC/QTOF)?

“Nitrogen Generator”

Scope of Work/Specifications, page 15

State’s Response: Due to maintenance contracts with Nitrogen generators and replacement parts as well as routine service contracts, the department is trying to stay as uniform as possible. Other generators may be considered if comparable.

ALL OTHER TERMS, CONDITIONS, BIDDING INSTRUCTIONS, AND SPECIFICATIONS REMAIN UNCHANGED. IF THERE ARE ANY QUESTIONS OR IF ANY CONFUSION OR UNCERTAINTY ARISES AS A RESULT OF THIS AMENDMENT, IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTACT THE PROCUREMENT OFFICER FOR CLARIFICATION.
