About this file
This is Amendment 1 to a solicitation issued by the State of South Carolina's Department of General Services (SFAA, Division of Procurement Services) on behalf of Technical College of the Low Country for HVAC repair and maintenance services. The solicitation seeks an hourly-rate-based maintenance and repair contract for HVAC systems, including labor, consumables, supplies, and equipment necessary for system maintenance, inspection, repairs, replacement, upkeep, and improvements. The non-mandatory pre-bid conference was scheduled for November 10, 2021 at 10:00 AM EST via Microsoft Teams. Questions from offerors were due by November 10, 2021 at 3:00 PM EST. Offers were due by December 6, 2021 at 11:00 AM EST through online submission in SCEIS with cover pages. The award was scheduled to be posted on December 13, 2021. Offerors were required to hold their offers open for a minimum of thirty calendar days after the opening date.
Key contract requirements include that contractors must possess a South Carolina Mechanical License and EPA Certification, with background checks including social security trace, multi-state criminal index, and national sex offender registry. Technical staff must wear company uniforms or company-provided identification badges. Technicians must be available to respond to service requests between 7:00 AM and 10:00 PM Monday through Friday, with after-hours emergency access available upon request. The contract covers quarterly preventive maintenance and repairs billed at hourly rates submitted by the contractor; Technical College of the Low Country will pay for all parts except contractor consumables. The solicitation explicitly excludes boiler systems, advanced diagnostics (oil analysis, tube cleaning, eddy current, augury), and control systems beyond local single-unit controls. Emergency response includes a two-hour maximum response time, with penalties consisting of the cost difference if another contractor must be engaged by the college.
