About this file

This is Amendment 1 to a Request for Quote issued by the South Carolina Department of Parks, Recreation & Tourism for tree removal services at Myrtle Beach State Park. The solicitation (ID: 5400024350) requests an ISA Certified Arborist to perform hazard tree assessment, removal, and pruning operations within designated park areas. The project encompasses one removal period during the park's low-occupancy season from November 27, 2022 through December 9, 2022, with a total of eight working days allocated for completion (Monday through Thursday, 8:00 AM to 6:00 PM, excluding state holidays). Contractors may request approval to work Fridays and Saturdays if needed. The amendment modifies specifications regarding tree flagging procedures, stump cutting requirements, and debris handling, including bucking tree boles into eight-foot sections and chipping smaller limbs for deposit at a designated area behind the park maintenance shop. Tree removals cannot occur within or directly adjacent to occupied campsites, and a georeferenced map compatible with Avenza is required showing removal and pruning locations. Offers must be submitted online at www.procurement.sc.gov by November 23, 2022 at 3:30 PM EST, with questions due by November 18, 2022 at 5:00 PM EST. Award will be posted on November 28, 2022.

The solicitation requires bidders to provide at least one ISA Certified Arborist onsite during operations, with certification documentation and contact information submitted with the response. A Project Coordinator must be assigned to oversee all contract compliance and serve as the liaison with SCPRT personnel. Weekly progress updates are required at the end of each work week. Bidders must acknowledge receipt of this amendment and certify compliance with all mandatory minimum qualifications. The solicitation includes attachments comprising a tree map (Appendix A), site reservations list (Appendix B), site occupation by day map (Appendix C), and an offeror's checklist. Offers must be signed by an authorized representative and include the state vendor number, home office address, notice address, payment address, and entity type information.
