About this file

This is Amendment 1 to a Request for Proposal issued by the South Carolina Department of Employment and Workforce (SCDEW) for Reemployment Services and Eligibility Assessment (RESEA) evaluation services. The solicitation seeks proposals to conduct implementation and impact evaluations of the state's RESEA program. Offerors must submit proposals online at www.procurement.sc.gov by October 23, 2023, at 11:00 AM ET, with questions due by September 14, 2023. No pre-bid conference or site visit is required. Award notification is scheduled for January 8, 2024. The contract will include a retrospective quasi-experimental design (QED) evaluation to determine whether RESEA participation reduces unemployment insurance benefit duration, increases post-program employment, and increases post-program wages. Offerors must acknowledge receipt of this amendment on Page Two of their proposal submissions.

Pricing must be submitted separately from technical proposals as fixed pricing for required services. Optional services include a narrative report on the QED evaluation findings and should be quoted separately without inclusion in the award evaluation. There is currently no incumbent vendor providing evaluation services for the RESEA program. The contractor must account for all necessary work in its pricing, including any Institutional Review Board (IRB) approvals if determined necessary. Travel is at the contractor's discretion, though the agency requires at least one in-person kick-off meeting and final results presentation, with most other meetings conducted virtually. RESEA participants are required to attend scheduled appointments, and the contractor may conduct participant interviews during or after these appointments without providing additional incentives. Offerors must hold their offers open for a minimum of ninety calendar days after the opening date.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]

The following questions were received pursuant to the original date and time specified on the front of the solicitation.

1. Pg. 1, Knowledge Development: If the evaluator determines an IRB approval is necessary, should bidders account for completing that review in their pricing or will SCDEW be the IRB of record for evaluations of the RESEA program?

Agency Response: The Offeror should account for completing all work that is necessary in their pricing. See Section VII. TERMS AND CONDITIONS -- A. GENERAL, FIXED PRICING REQUIRED (JAN 2006).

2. Pg.2: Is there an incumbent vendor already providing evaluation services the RESEA program under SCDEW?

Agency Response: There is currently no incumbent providing evaluation services for the RESEA program at SCDEW.

3. In conducting the implementation and impact evaluations, can participant level incentives be used? If yes, are there any limits or ceilings to the incentives values allowable by SCDEW for similar studies?

Agency Response: The agency does not anticipate the need to use participant level incentives for any portion of the evaluation. RESEA participants are required to attend any scheduled appointment. If the Contractor needs to ask participants questions about their experience, the agency will allow for time during or following that appointment.

4. Does the state anticipate the need for contractor travel as part of the evaluation?

Agency Response: It will be at the contractor’s discretion how much travel will be necessary to complete the full evaluation. At a minimum, the agency would like to have an in person kick off of the evaluation and presentation of final results. A majority of meetings with agency staff can be completed virtually.

5. Pg 21, Optional Services: Is the optional narrative report intended to include findings from the retrospective QED evaluation only?

Agency Response: Yes, the optional narrative report is intended to include findings from the retrospective QED evaluation only.

6. Pg 21, Optional Services: Can the state confirm that pricing for optional tasks should not be included?

Agency Response: Pricing for the optional tasks should be submitted separately from the required tasks.
