About this file
This document is an amendment to a South Carolina Department of Natural Resources (SCDNR) Invitation for Bid for the Provide & Install Fencing & Gates at Love project. The amendment addresses questions received from potential offerors regarding the project scope, including post specifications, wire types, gate widths, post spacing, bracing requirements, and payment schedule. The project involves the installation of approximately 6,800 linear feet of fencing and gates at a site in Eastover, South Carolina. Offers are due by August 30, 2024, at 10:00 AM EST, and the award will be posted on the same date. A pre-bid conference was held on August 14, 2024, at the project site.
The amendment clarifies that wooden posts must be driven, with line posts being 12 feet and terminal/corner/end posts being a minimum of 14 feet. Crimps should be used instead of gripples, and the fencing should be galvanized with a black coating. Termination knots are allowed in place of T-gripples, and the post spacing can be reduced to 65 feet. Payment will be made upon completion and inspection of the project.

Questions and Answers:
1. Can the wood posts be driven? If so, line posts can be 12' and terminal/corner/end posts would need to be 14' minimum. Driven posts are stronger, take less time to install, and driven posts last longer Answer: Yes, The wooden post must be driven. The line post must be 12’ and terminal/corner/end posts must be 14’ minimum.
2. Can crimps be used in the place of gripples? They are a superior splicing method as they're stronger, less prone to failure, and less expensive.
Answer: Yes, crimps should be used in place of gripples.
3. Is the wire supposed to have a finished black appearance or can it just be regular class III galvanized? Scope specifies wire as “Galvanized (Color Black)”, if needing to be black the only wire manufacturer in the US that produces wire with a black finished appearance that is also galvanized would be Bekaert and not stay-tuff Answer: The fencing we would like to use is a galvanized, black coated fence—please bid Stay-Tuff Part NO. SZAB-880
4. Can termination knots be used in place of T gripples at the end of each run instead? A termination knot is the example I brought out with 3 points of tension.
Answer: Yes, termination knots should be used in place of T gripples at the end of each run.
5. The scope of work lists the project at 6700' but after walking and mapping it out yesterday, it is closer to 6800'. Can the scope be changed for 6800' instead?
Answer: Yes, After remapping the fence location DNR agrees there is approx. 6800’ the awarded vendor must remeasure prior to ordering supplies.
6. What width do walk thru gates need to be? Scope does not specify width, I’m assuming 4’ or 6’ for a walk thru gate.
Answer: Walk thru gates will need to be 4’ wide.
7. Can wooden posts be spaced closer together, say between 50-65’? I didn’t ask this in the prebid meeting but having a wooden post 150’ apart is going to leave a lot of pressure on those T posts, with 2096-6 wire, windload can be an issue and T posts aren’t very rigid or strong.
Answer: Yes, wooden post should be spaced at 65’.
8. Can galvanized pipe SS40 pipe posts be used? Galvanized SS40 pipe lasts 75 years and is easier and lighter to work with. 4”x14’ terminal/corner/end posts, 3”x12’ line posts is what I’d recommend.
Answer: No, galvanized posts are to be used. Use pressure treated wooden posts for terminal/corner/end posts and t-posts for line posts
9. Can a H brace/angled stay brace combo be used? Scope only specifies that H braces be used but doesn’t specify the length of the strut (horizontal post), on 8’ wire, I try to always have at least 20’ of bracing due to the height and forces exerted upon each brace.
Answer: Yes, H brace/angled stay brace combo must be used while having at least 20’ of bracing.
10. Scope specifies 2 20’ drive thru tractor gates, just want to make sure each opening is 20’ and not 40’. If so, does that require 2 10’ gates for the tractor drive thru gates?
Answer: Drive thru tractor gates should be 20’ openings with ( 2 ) 10’ gates.
11. Scope of the project requires bracing every 425’ but I want to know am I able to do bracing every 330’? Rolls of wire typically only come in 330’ or 660’ lengths, this will cut down on splicing.
Answer: Yes, Bracing can be done every 330’.
12. Gate Frames Structure: Can we have the gates fabricated and install wire on the gate frames or how do you prefer to have the gates structured?
Answer: Gates will need to be fabricated with wire installed on the gate frame.
13. What is the specified Pay schedule? In other words, Is payment made once the job is completed or is it monthly based on how much of the project has been completed?
Answer: Payment will be made once the job is completed and inspected by SCDNR.
14. Can we pound the post in instead of setting them all in concrete which is more durable and more effective?
Answer: The wooden post must be driven. The line post must be 12’ and terminal/corner/end posts must be 14’ minimum.
15. Are there any known utilities underground (gas lines etc.)? If so, we will notify 811 before work begins.
Answer: There are no known utilities underground but it is the contractor responsibility to call 811 to verify.
