About this file
This amendment to a Best Value Bid solicitation issued by the South Carolina Facilities and Administration Authority (SFAA) on behalf of Aiken Technical College concerns janitorial and custodial services. The solicitation requires five times weekly janitorial service from 6:30 AM to 3:00 PM (8.5 hours per day) and mandates a minimum of nine total employees per shift, comprising one supervisor and eight non-supervisory workers. Offers must be submitted in a sealed package by 12/29/2023 at 11:00 AM EST to the SFAA Division of Procurement Services in Columbia, South Carolina. The procurement officer is Bryanna McCain (bmccain@mmo.sc.gov, 803-737-0983). No pre-bid conference or site visit is required. Award notification is scheduled for 01/19/2024. The contract term is five years with the possibility of extension.
The bidding schedule establishes pricing on an hourly basis with line items for one supervisor position (11,050 hours over five years) and eight non-supervisory positions (88,400 hours over five years). The current minimum wage requirement is $14.00 per hour, reflecting a recent increase from $12.00 per hour. The previous five-year contract was valued at $1,392,300.00, and FY 23-24 estimated costs are $396,723.72. Payment is rendered weekly based on logged hours. The contractor must provide all labor but is not required to supply electrical equipment or floor care machines. Current staff have first consideration for employment with the awarded vendor. Additional pricing for special event cleaning (graduations, conferences, and similar events) may require up to eight employees and should be quoted separately. Offerors must acknowledge receipt of this amendment and hold their offers open for a minimum of ninety calendar days after the opening date.
