About this file
This is Amendment 1 to a Request for Quote issued by the South Carolina Department of Juvenile Justice (SCDJJ) for promotional supplies. The amendment modifies key dates and delivery requirements from the original solicitation. The solicitation seeks various promotional items including belt bags, lanyards, hand sanitizer with silicone leash, Cubano pens with black ink, water bottles, drawstring backpacks, hot/cold packs, and fans. Offerors must submit questions by December 28, 2023 at 10:00 a.m., with offers due by January 5, 2024 at 10:00 a.m. The award date has been extended to January 19, 2024. Samples must arrive no later than the solicitation submission deadline. One online submission is required through http://www.procurement.sc.gov. No pre-bid conference or site visit is scheduled. The amendment clarifies specific product requirements, including minimal dimensions for the belt bag (2.0" x 5.0" x 7.5" in polyester with allowable substitutions within 0.1" to 0.25" larger), 3/4-inch thick polyester lanyard with bulldog clip, and other detailed specifications to ensure consistency among bidders.
The amendment establishes that delivery shall occur within 30 calendar days of purchase order receipt, extending the original 15-day requirement. The extended price for each line item is calculated as unit price multiplied by quantity. South Carolina preferences for in-state vendors, resident contractors, and resident subcontractors apply and must be claimed by line item in accordance with Section 11-35-1524 of the South Carolina Code of Laws. Offerors must provide their state vendor number and identify their entity type (sole proprietorship, partnership, corporation, tax-exempt corporation, or government entity). Offerors are responsible for monitoring the state procurement website for any additional amendments and must acknowledge receipt of all amendments. The procurement officer is Michele Mahon, reachable at 803-521-6512 or MichelePMahon@djj.sc.gov. All offers must be signed and offerors must agree to hold their offers open for a minimum of 30 calendar days after the opening date.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-1524(C)(1)(i)&(ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. RESPONSE TO QUESTIONS
The following are responses to prospective offeror questions:
Q 1. Is there any exception on the delivery timeline ARO?
A1. Within limits.
Q2. The samples required will be blank or printed on? And what would be the timeline of samples after bid opening?
A2. Samples can be blank. Samples must arrive no later than the solicitation submission deadline on the cover page.
Q3. Do you have previous bid tabulation for such an order? No previous tabulation is available.
Please provide.
A3. No.
Q4. Is substitution allowed?
A4. Not sure
Q5. Delivery is specified as 15 calendar days, but achieving this is not feasible. The artwork approval process, along with production and delivery times, typically takes 30 days. Could you please confirm whether you require all items within 15 calendars days after receiving the purchase order?
A5. Delivery date will be 30 days post receipt of purchase order.
Q6. Can you explain the meaning of the extended price?
A6. Extended price is the unit price times quantity which is total cost for the line.
Q7. Delivery date: will you consider a longer delivery time that would allow vendors to source items from directly overseas. This would allow many vendors to offer you better pricing on certain items. )(water bottles, lanyards, hand sanitizers, hot/cold packs/ drawstring backpacks, pens and fans are all products you need enough of to import. But, the factories in China close for the Chinese New year for 2-3 weeks in Feb. These would have to be ordered in very early Jan to get them soon. Most would take approx. 20-28 days for delivery by air.
A7. Refer to answer to Q5 above.
Q8. Is there a link to the specific products listed or a picture of each one that the end user is requesting? So many if these items have a ton to choose from. We want to be sure and bid on similar or same items as other vendors so it is not confusing to you.
Examples
Q8A. Item 1: Belt bag - There are so many to choose from.
do you want vinyl? polyester? leather? oxford? extra pockets? What size? etc This is a basic polyester belt bag - 2.0000 " x 5.0000 " x 7.5000 “
A8A. Minimal size for the Basic belt bag is 2.0000” x 5.0000” X 7.50000’ in Polyester.
Substitution may only be within 0.1000” – 0.2500” larger and must remain Polyester.
Q8B Item 2: lanyard - what fabric? how thick do you want it? 3/4”, 1/2” 3/8” 5/8”, 1”? Also, what kind of clip do they want - Bulldog Clip, J-hook, Lobster Claw or Split Ring?
A8B: ½” thick polyester fabric (or similar) with Bulldog clip.
Q8C. Item 3: hand sanitizer - silicone leash? Gel?
A8C. Silicone leash.
Q8D. item 7: Cubano Pen - what color ink? Blue or black are the choices.
A8D. Black
