About this file
This is Amendment 1 to a Request for Proposal (RFP) issued by Winthrop University, a South Carolina governmental unit, for financial and compliance audit services. The university is soliciting proposals to provide financial statement audits, Single Audits, NCAA Agreed Upon Procedures, and Form 990-T attestation services. Offers must be submitted electronically by April 25, 2024, at 11:00 AM through the South Carolina procurement website. Questions from offerors must be received by April 9, 2024, at 4:00 PM. Offerors must submit one electronic technical proposal, one electronic business proposal, and redacted copies of both documents. No pre-bid conference or site visit is required. The award will be posted on May 9, 2024. Winthrop prefers an on-site audit approach with preliminary field work scheduled for one week and final field work scheduled for one week, with board presentations required at both the beginning and end of the audit.
The amendment primarily documents a change in the opening date to April 25, 2024, at 11:00 AM and updates the award posting date to May 9, 2024. According to responses to offeror questions, Winthrop's contract with its current vendor is expiring, prompting the new solicitation. Prior year fee information and details regarding incumbent performance are available on the Department of Procurement Service Website. Winthrop indicated that the AVP for Finance and Controller positions are currently vacant but will be filled quickly, and that no significant changes operationally or financially are expected to impact FY24 financial statements. The university has not experienced disagreements with its current audit firm, nor has it identified any internal control deficiencies within the current five-year contract period.
