About this file

This is Amendment 1 to an Invitation for Bid issued by the South Carolina Department of Juvenile Justice (SCDJJ) for HVAC unit replacement services at three facilities. The solicitation seeks HVAC replacement services across Camp White Pines (Jonesville, SC), Camp Piedmont (Clinton, SC), and the Upstate Evaluation Center (Union, SC). The work includes replacing one 5-ton split system air conditioner with 90% LP gas furnace and one 2-ton split system AC with 90% LP gas furnace at Camp White Pines; one 4-ton split AC with 80% LP gas furnace and two 2-ton units with 80% LP gas furnaces at Camp Piedmont; and two 2-ton Bard Marvair units at the Upstate Evaluation Center. A mandatory pre-bid site visit was scheduled for March 26, 2024, from 10:00 AM to 1:00 PM, beginning at Camp Piedmont and moving to other locations. The deadline for submitting questions was March 26, 2024, at 5:00 PM. Bids were due April 15, 2024, at 3:00 PM through an online submission portal at www.procurement.sc.gov, with award posted April 16, 2024.

Amendment 1 clarifies acceptable HVAC manufacturers to include Trane/American Standard, Marvair, Bard, Mitsubishi, ICP, Daikan, and Lennox (Ruud is explicitly not acceptable). Offerors must provide detailed explanations addressing site preparation and ground leveling, power provision via preinstalled transformer and exterior disconnect, condenser installation with wall mount kits at SCDJJ-assigned locations, daily waste and material removal, work scheduling provided 48 hours in advance, building control reconnection, and employee safety compliance. The scope requires disconnection and removal of existing units with installation of replacement units at the same locations. One copy of the bid must be submitted online with one redacted version uploaded. Offerors must acknowledge receipt of amendments by indicating amendment numbers and dates on Page Two. Award will be issued to a single distinct legal entity, and the selected offeror's bid will remain open for a minimum of 60 calendar days following the opening date.

IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES.
