About this file
This is Amendment 1 to a Request for Proposal (RFP) issued by the State of South Carolina, Department of Commerce, for a Launch to Legacy (L2L) Media Campaign. The solicitation seeks a contractor to develop and implement a comprehensive paid media strategy and multi-media campaign targeting C-suite decision makers in identified domestic and international markets. The campaign will promote South Carolina's strategic framework sectors including advanced energy, biotech/life sciences, headquarters relocation, and research/development. Services requested include qualitative and quantitative research to identify key factors influencing business relocation and expansion decisions, target audience identification and geographies, creative and brand development, strategic media development and implementation, online marketing initiatives, and media purchasing across traditional (TV, radio, print), digital (streaming, OTT, geofence, display, SEO), and social media channels. The anticipated contract start date is April 1, 2025, with campaign deployment expected no later than September 15, 2025. The pre-bid conference is scheduled for December 30, 2024, at 10:00 AM ET via Microsoft Teams. The deadline for questions is December 30, 2024, at 4:00 PM ET, and proposals are due January 31, 2025, at 11:00 AM ET. Award is anticipated on March 19, 2025.
Offerors must submit one online proposal and one redacted copy, including signed solicitation cover pages, executive summary, table of contents, detailed approach to each requirement with work plan and contract milestones, key personnel qualifications and resumes with organizational chart, samples of previous work from at least three similar clients, and three references from projects completed within the past five years. Pricing must include fixed milestone payment amounts coordinated with proposed services and hourly rates for key personnel. The RFP specifies that 50 percent of total contract costs should be allocated to actual media placement costs (media budget), though the specific total contract budget has not been disclosed by the agency. Offerors must demonstrate proven expertise in qualitative and quantitative research strategies, creative and brand development, strategic media implementation and measurement, and media purchasing capabilities. The Department of Commerce will provide the three businesses to feature in Phase 2 for both domestic and international communications, while contractors are expected to support research in identifying top international countries for the campaign.
