About this file

This is Amendment #1 to an Invitation for Bid issued by the SC Department of Natural Resources for the procurement of 17-foot center console boats and trailers. The solicitation, numbered 5400029001, was issued on November 10, 2025, with a submission deadline of December 2, 2025, at 11:00 a.m. EST. Questions from offerors must be received by November 12, 2025, at 12:00 noon EST. No pre-bid conference or site visit is scheduled. Award notification is expected on December 2, 2025. Sealed offers must be submitted either online through the SCEIS portal or by mail/courier/in-person delivery to the SC Department of Natural Resources Procurement Services at 260D Epting Lane, West Columbia, SC 29172. Offerors must hold their bids open for a minimum of 90 calendar days following the opening date. The procurement contact is Andy Bowman, CPPB, reachable at 803-734-3933 or bowmana@dnr.sc.gov.

The amendment clarifies critical specifications through vendor questions and answers. Engine installation is not included in the bid cost, as engines will be sourced separately from Central Florida Yamaha under a state term contract, with all rigging components provided by that vendor. Battery costs must be included in the boat bid price. Vendors must bid exactly as specified in the scope of work, including aluminum side guides rather than rear guide poles and a 4-way plug for the trailer rather than a 5-way brake configuration. All other terms and conditions of the original solicitation remain unchanged. Offerors must be registered as South Carolina vendors and submit a signed solicitation form acknowledging agreement to the stated terms.
