About this file
This document is an Amendment #1 to an Invitation for Bid (IFB) issued by the South Carolina Department of Natural Resources (SCDNR) for helicopter spraying services at the Santee Coastal Reserve Wildlife Management Area. The procurement seeks a qualified contractor to apply herbicides to control aquatic vegetation across approximately 1,000 acres during October 2025. The bid submission deadline is September 26, 2025, at 10:00 AM EST, with submissions required through the SCEIS online portal, FEDX, UPS, USPS, or in-person delivery. The contract period is estimated from September 29, 2025, to October 31, 2025, with an award to be posted on the procurement website on the submission date.
The Amendment provides additional details about the project, including clarification that the spraying will be a "search and destroy" spot spraying method within impoundments, with a proposed herbicide mix of Habitat, diquat, and surfactant. The contractor will be responsible for accurate herbicide mixing, precise spray area coverage, and application at the correct gallons per acre. The % control guarantee is tied to the quality of application by the contractor. No specific budget or funding source is explicitly mentioned, and the procurement appears to be evaluating bids on a per-acre pricing basis with the state reserving the right to select the lowest responsible and responsive bidder.

Questions and Answers:
1. Can you send a map/kmz of the spray areas?
Answer: See attached map
2. Is this spot spraying or total broadcast of the spray areas?
Answer: This is search and destroy spot spraying within the impoundments. There will be large areas and small areas to spray.
3. What is the herbicide prescription?
Answer: Prescription is not 100% settled, but likely a mix of Habitat, diquat, and surfactant.
4. Can you clarify the % control guarantee? Seems like this should come from the chemical manufacturer since you are supplying the herbicide and making the RX.
Answer: The % control guarantee is based on accurate herbicide mixing, accurate spray area, spraying at correct gal/ac, etc., essentially things that are dependent on quality application by the application contractor.
