About this file
This document is Amendment #1 for an Invitation for Bid by the South Carolina Department of Natural Resources (SCDNR), concerning the lease of a liquid oxygen tank and supply of liquid oxygen. The solicitation seeks a vendor to provide a 3,000-gallon vertical cryogenic liquid oxygen storage tank with associated equipment for the agency's salmonid production facility in Mountain Rest, Oconee County. The bid is scheduled to be opened on 10/14/2025 at 10:00 am EST, with questions accepted until 9/25/2025 at 12:00 pm EST. The contract term is anticipated to span five years from 10/17/2025 to 10/16/2030, with potential for four annual automatic renewals. The estimated total liquid oxygen requirement is 200,000 US gallons, with deliveries to be made on an as-needed basis within 24 hours during normal business hours.
The procurement includes three primary line items: liquid oxygen delivery unit price, monthly tank lease rate, and a one-time installation cost. Technical specifications require a tank with a maximum allowable working pressure of 250 psig and compatibility with a facility oxygen consumption rate of 400,000 SCF per month. The contractor will be responsible for tank installation at a pre-prepared location at the Walhalla State Fish Hatchery, covering all installation costs, routine maintenance, and repairs. Vendors must be registered with the South Carolina Enterprise Information System (SCEIS) and provide a local account manager. The solicitation emphasizes comprehensive account management and operational capability, with deliveries supporting 24 oxygen flow points across raceways, operating on a 24/7/365 basis with varying seasonal demand.

Questions and Answers:
1. Where on the site is oxygen being used, and how is it being applied?
Oxygen is being applied via flow meters at 24 different points complimenting the 24 raceways.
1. Do you require any downstream flow control or mixing equipment?
Flow meters only
1. Can you confirm that the required pressure at the use point is 50 psi? (The tank will typically be set at a higher pressure.)
This information is correct. Current set up has tank around 100 psi and the pressure leading to raceways is low 40s psi.
1. What are the minimum and maximum flow rates expected at the site?
Flow meters may be maximized during summer and virtually off during winter months. Outdated equipment (flow meters) makes it hard to put a hard figure on this.
1. Could you provide the anticipated duration of these flows? This information helps us size vaporizers and supply/regulation piping correctly.
Flows occur year around to some extent whether maximized or not. Some oxygen is usually needed even during winter months.
1. What is the expected usage pattern? Will demand be continuous (24/7/365), or is it seasonal?
24/7/365
1. You mentioned a 3,000-gallon tank. Do you have a preferred delivery frequency? If a larger tank were used, we could reduce the number of deliveries by bringing in larger loads, ensuring more supply is on site.
A site visit would have answered many of these questions, especially this one. It is a narrow, winding road. A larger tank would need a larger truck, and the road makes traversing that road more difficult in a full-size tanker truck. It certainly can be done, but that’s up to the individual company/driver and their safety standards.
