About this file
Amendment 1 is a solicitation document issued by the South Carolina Department of Corrections (SCDC) for a chemicals procurement opportunity. The bid covers specific chemical products including 12.5% sodium hypochlorite in 55-gallon drums, hydrated lime in 50-pound bags, and Accu-tabs (calcium hypochlorite tablets) for four correctional institutions: Lieber, MacDougall, Tyger River, and Wateree River. The solicitation was originally issued on 06/11/2025, with offers due by 07/01/2025 at 10:00 am ET, and an anticipated award date of 07/10/2025. The contract is structured for a one-year initial term with four potential one-year renewals, allowing for a maximum contract duration of five years. Delivery specifications require vendors to deliver chemicals within 10 business days and be fully responsible for unloading at the institutions without institutional personnel assistance.
The procurement opportunity allows vendors to claim various preferences, including South Carolina Resident Vendor Preference and SC/US End-Product Preference. The award will be made to the lowest responsible and responsive bidder(s), with the understanding that chemical quantities may fluctuate and will be delivered on an as-needed basis. There are no brand-specific requirements for the listed items, and equivalent alternatives will be accepted. Price adjustments during renewal terms will be limited by the Producer Price Index. The solicitation does not specify a comprehensive budget range, but the multi-institutional scope and potential five-year contract duration suggest a significant procurement opportunity for chemical suppliers.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at https://procurement.sc.gov/osp/preferences ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4) & (6)]
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-1524(C)(1)(i) & (ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)
THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]
This amendment is being issued to answer vendor questions.
Question: Are the quantities listed in the bid fixed, or should we anticipate fluctuations?
SCDC Response: Quantities may fluctuate.
Question: Will the full listed quantities be ordered at once, or will they be divided across multiple orders over time?
SCDC Response: Chemicals to be delivered on an as needed basis.
Question: In terms of delivery, the bid notes that assistance will not be provided. To confirm, does this mean deliveries should be made to a designated area (e.g., a dock), with no expectation of unloading or internal transport by our team?
SCDC Response: Trucks delivering the chemicals shall be equipped and manned to unload at the Institutions without assistance from institutional personnel.
Question: Are there any brand-specific requirements for the listed items, or will equivalent alternatives be accepted?
SCDC Response: No brand-specific requirements
Question: Will the bid be awarded in whole, or is there a possibility it may be split among multiple vendors?
SCDC Response: Award will be made to the lowest responsible and responsive bidder(s). [06-6020-1] image1.png
