About this file
Amendment #1 from the South Carolina Department of Natural Resources (SCDNR) is an Invitation for Bid (IFB) for the removal, towing, and disposal of two marine vessels. The solicitation covers the removal of the 120ft M/V TWR-84 vessel (Hazar) and an additional 34' fiberglass navy boat, both located in Bohicket Creek, Charleston County. The bid is set to open on 8/12/2025 at 10 am EST, with vendor questions due by 7/21/2025 at 2 pm EST. Contractors are required to provide a tug and/or crane capable of removing the vessels intact, including repairing holes/leaks, removing hazardous materials, draining fuel and oil systems, and preparing the vessels for potential reef deployment or demolition. The contract term is six months, with completion of vessel removal and drydocking required within 90 days of award.
The procurement encourages minority business participation and requires all vendors to be registered in the South Carolina Enterprise Information System (SCEIS). Contractors must possess comprehensive marine insurance, including General Marine Liability, USL&H, and Property and Indemnity policies. The award will be made to the lowest responsible and responsive bidder, with payment contingent upon 100% project completion. No specific budget range or award value is provided, but the comprehensive service requirements suggest a potentially significant contract value. Bidders must submit sealed offers either by mail, physical drop-off, or through the SCEIS portal, with no email or fax submissions accepted.
