About this file

This is Amendment #1 to an Invitation for Bid (IFB #5400027954) issued by the South Carolina Department of Natural Resources (SCDNR) for a Custom Aluminum Insulated Dump Style Live Haul Tank. Questions were due by February 20, 2025, at 12:00 noon EST, and sealed bids must be submitted by March 12, 2025, at 10:00 am EST. The award announcement is scheduled for March 13, 2025. Submissions require one hard copy delivered or mailed to SCDNR's physical or mailing address, or submitted online through the SCEIS portal system. No pre-bid conference is required for this solicitation.

The amendment addresses two technical questions from potential bidders. The first question concerns modifying the thickness of the tank walls, with the state allowing increased thickness beyond the specified 0.080" aluminum, though this is not a requirement for all vendors. The second question regarding a removable tank bottom was rejected, with the state specifying that the tank must be one solid unit with a welded base per the original specifications. Offers must remain valid for 90 calendar days after the opening date.

Questions and Answers:

1. Outer/inside Skin Thickness Modification The blueprint lists the outer skin of the tank as 0.080” aluminum, but I wanted to see if it possible to increase the thickness of the insides walls and outside side walls of the tanks to 3/16” (0.190”). The outside top wall would be (0.125") thick. This adjustment would greatly improve the tank’s structural integrity while adding minimal weight. Additionally, if this change is made, there would be no need for screws that fasten the skin to the frame on the long sides of the tank, making it a much superior and more durable product.

Answer: Yes, you may increase the thickness if you like, since this exceeds our specifications ---but this is not the standard that all vendors will be required to meet.

2. . Removable vs. Welded Tank Bottom Would it be acceptable for the bottom of the tank to be made removable, or does it have to be fully welded? Having a removable bottom allows for easier servicing and maintenance without compromising the strength or functionality of the tank. Many customers prefer this feature in their tank designs, as it provides a significant long-term benefit.

Answer: NO, the tank is to be one solid unit (including the solid welded base) per the specifications.
