About this file
This Amendment #1 document is issued by the South Carolina Department of Natural Resources Procurement Services in response to vendor questions regarding a custom-built 21.5-23.0 foot fiberglass boat and aluminum trailer solicitation (Number 5400030278). The solicitation requires sealed bids submitted by October 29, 2026, at 10:00 a.m. EST, with questions due by October 15, 2026, at 12:00 p.m. EST. No pre-bid conference or site visit is scheduled. Award notification is expected on October 30, 2026. The contract term begins November 2, 2026, with completion and delivery required by March 30, 2027, to the SCDNR-Waddell Mariculture Center in Bluffton, South Carolina. Bids must be submitted online through the SCEIS portal, or via FEDX, UPS, USPS to the physical address, or by in-person delivery. The vessel will support nearshore and estuarine research operations, including broodstock collection and release, and must accommodate a 400-gallon internal tank with specific plumbing configurations for juvenile fish stock enhancement.
The amendment provides clarifications to twelve vendor questions addressing specific technical requirements. Key specifications include: vessel length minimum of 21 feet 6 inches (composite hull construction required), a 3-inch Schedule 80 PVC pipe glassed through the transom with detailed dimensional requirements for coupling attachments and floor clearance, standard (non-pop-up) cleats, Yamaha outboard engine and tachometer, and Minn Kota trolling motor rigging (without batteries) compatible with a 36V lithium battery system. The amendment confirms that the state will procure a separate Yamaha F200XD 200HP outboard engine and that the manufacturer's pricing should reflect costs to mount and wire the motor. Offerors must be registered South Carolina vendors and submit signed cover pages, completed bidding schedules, and required insurance documentation. Bids must remain open for a minimum of ninety calendar days after the opening date, and payment terms are net 30 days upon proper receipt of invoices.

Vendor Questions and Answers:
1. Requirement 3-A calls for 21 feet 6 inch minimum. Would SCDNR accept a 21 foot 4 inch vessel (23 feet including attached stern boarding platform)?
Answer: No
2. Requirement 3-C: can you provide any information around pipe routing? Does SCDNR have any layout information of this tank, plumbing, and drain (for layout evaluations)Does this boat require a raw water supply pump system?
Answer Tank is placed in center of vessel, longways from bow to stern. Outlet of tank exists out of bottom of tank near floor and towards stern of the vessel directly to a 3" gate valve then to a rubber coupling connecting to 3" flexible hose that routes around the console to connect to rubber coupling to the 3" PVC pipe that exits through the stern. The 3" PVC pipe that goes through the stern must have at least 2.5" inches of pipe on each side to allow attachment of rubber couplings/fittings and, on the inside of the vessel, have at least 1" of clearance from the floor of the vessel to allow attachment of the coupling.
3. Requirement 3-G: Will SCDNR access alternatives to composite hulls? Unibond construction encapsulations all materials inside the molded hull. Any wood is fully resin sealed before installation.
Answer: No
4. Requirement 3-I: Would SCDNR accept standard cleats (non pop-up)?
Answer: Yes
5. Requirement 3-M: are these U-bolts additional to the standard stern lifting eyes?
Answer: No
6. Requirement 4-A: Can you provide engine and gauge brand that will be used on this vessel?
Answer: Yamaha. Standard, multifunctional Yamaha tachometer is acceptable.
7 . Requirement 6-A: Can you advise which brand trolling motor will be installed?
Answer: Minn Kota
8. Requirement 6-B: lists dual batteries- but a 36v system would require 3 batteries.
Does this require the trolling motor batteries to be supplied with the boat? Or just the rigging set-up?
Answer : Batteries aren't required, just the rigging setup. Trolling motor rigging should allow for accommodation of a single, 36V lithium battery.
9. Requirement 10-A: Can you provide engine brand and planned horsepower that will be provided for installation?
Answer : F200XD Yamaha 200hp, 4s, 25”. Only the engine will be provided without any rigging components.
10. Request: We would like to request information around the 3” pipe and intended usage for requirement 5-E.
Answer: Pipe allows for quick release of juvenile fish for stock enhancement. The 3" PVC pipe that goes through the stern must have at least 2.5" inches of pipe on each side to allow attachment of rubber couplings/fittings and, on the inside of the vessel, have at least 1" of clearance from the floor of the vessel to allow attachment of the coupling.

12. Please provide the supplemental details referenced in the solicitation for Custom Built 21.5-23.0 ft boat & trailer, 5400030278. The accessory specification calls for a factory-installed 3-inch SCH 80 pipe glassed through the transom and says that exact materials and specifications, plus photos of placement and intended use, are available upon request. Please send those exact materials and specifications and all placement and intended-use photos. Please also include any related issued drawings or dimensions and any current amendments or clarifications.
Answer: Key details about the below specification. The 3" SCH80 PVC pipe allows for quick release of juvenile fish for stock enhancement. The 3" SCH80 PVC pipe that goes through the stern must have at least 2.5" inches of the pipe on each side of the stern to allow attachment of rubber couplings/fittings and, on the inside of the vessel, have at least 1" of clearance from the floor of the vessel to allow attachment of the coupling. Whole pipe or a nipple threaded on one end (exposed on the outside of the stern) can be used. Specifications of suitable material options are attached. Photos of prior SCDNR vessel with a functional modification are attached.
