About this file

This is Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Natural Resources for the procurement of custom trammel net boats and trailers. The solicitation seeks three custom-built 24-foot Florida Trammel Net/Tremblay-design boats with trailers, each featuring an 8.5-foot beam, fiberglass hull, self-bailing deck, and capacity for a Yamaha 90 or 115 horsepower 4-stroke outboard engine to be supplied separately by SCDNR. All vessels must comply with U.S. Coast Guard standards and American Boat and Yacht Council recommended practices, with a final rigged weight not exceeding 2 tons to accommodate SCDNR's boat hoist system. Sealed bids are due November 2, 2026 at 10:00 a.m. EST, with a question deadline of October 20, 2026 at 12:00 p.m. EST. No pre-bid conference or site visit is scheduled. Award will be announced on November 2, 2026 and posted at http://www.procurement.sc.gov. The contract term runs from November 3, 2026 through June 30, 2027, with delivery of all three boats due by May 14, 2027 to SCDNR Marine Resources Division in Charleston, South Carolina.

Unit pricing is required for each boat and trailer package, and pricing must include all labor and materials for complete rigging, installation of the SCDNR-supplied engine, water testing, and delivery in fully operational condition. Vendors must exclude the cost of the Yamaha outboard engine and associated rigging materials from their bids. South Carolina resident vendor preference and U.S. end-product preference are available and must be claimed by line item. A Manufacturer's Statement of Origin must be submitted prior to or at delivery; failure to provide this documentation will result in shipment rejection. Payment terms are net 30 days following receipt of proper invoices and approval by SCDNR receiving personnel. Award will be made to the lowest responsible and responsive bidder. Bids may be submitted online through the SCEIS portal or by mail to SCDNR Procurement Services at 260D Epting Lane, West Columbia, SC 29172. All offers must be held open for a minimum of 90 calendar days after the opening date.
