About this file
Amendment 1 modifies the charter bus services solicitation issued by the State Fiscal Accountability Authority on behalf of South Carolina State University. The amendment pertains to an Invitation for Bid (IFB) for charter bus services supporting the Marching "101" Band and Department of Athletics, with separate awards designated for two lots: Lot 1 for Marching Band services and Lot 2 for Athletics services (primary and secondary providers). The solicitation requires responses by August 14, 2026 at 11:00 a.m. ET, with written questions due by July 23 at 11:00 a.m. ET. The contract term is two years beginning September 1, 2026, with one optional one-year renewal, and award notification is scheduled for August 21, 2026. Marching Band services require a minimum of eight full-size motorcoaches to transport approximately 275 band members, instruments, and equipment for travel to football games, parades, and special events from August through January. Athletics services must support multiple sports including football, volleyball, basketball, track and field, soccer, and softball, with travel destinations throughout the Southeast including Miami, Atlanta, Baltimore, and Washington D.C., primarily during the 2026-2027 academic year.
Pricing is structured as a fixed daily trip fee maintained throughout the contract term, with separate fuel calculations based on the U.S. Energy Information Administration Weekly Retail Diesel Fuel Prices for the Lower Atlantic Region, subject to adjustment if diesel prices fluctuate more than fifty cents per gallon. Deadhead mileage is billed at no more than one-half the daily fuel charge rate, and fuel surcharges are capped at five percent per mile. Bidders must maintain an FMCSA "Satisfactory" rating, hold a Class C Certificate Passenger Carrier from South Carolina's Office of Regulatory Staff, possess membership in a recognized motorcoach association, register as vendors with the State of South Carolina, and ensure all drivers undergo criminal background checks. Contractors must maintain current liability and cargo insurance, establish 24/7 communication protocols, provide replacement vehicles within two hours of breakdown, and coordinate driver meals and lodging. Cancellation fees are capped at 10 percent for 7-14 days prior notice and 20 percent within seven days, with no fees assessed for weather, safety, or University-directed cancellations.

This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at https://procurement.sc.gov/osp/preferences. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4) & (6)] PREFERENCES ARE NOT APPLICABLE

The “state’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential Offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Stricken text is deleted. [02-2A097-1]
Questions:
1. After reviewing the schedule provided, it appears to include only the performance and event dates. To accurately prepare a quotation and confirm vehicle availability, we will need the travel dates and a proposed itinerary for each trip. Please provide the following details for each event:
· Departure date and time
· Return date and time
· Pickup location
· Drop-off location
· Number of passengers States Response: Travel dates and itinerary’s for each group will only be available at the start of each school year and is subject to change. This is also a multi term contract and schedules are not available that far in advance to determine specifics for each trip.
2. Is there a vehicle age requirement?
States Response: There is no age requirement for vehicles. The Contractor shall provide buses that at a minimum adhere to the specifications provided in Section III. F. 11
· Buses shall be clean and in “like-new” or “good” condition and shall be safe and offer the following amenities:
3. Is there a current company that is awarded this contract? Who is that company? If so, what was the amount this contract was awarded previously? Approximately how many trips were completed under the current contract?
| States Response: The University does not currently have a contractor for Charter Bus Services. More information on trips solicited in FY 2025-2026 may be found online: |

11. Buses shall be clean and in “like-new” or “good” condition and shall be safe and offer the following amenities
q. Option for Personalized Signage to be affixed to the bus
5. The bid requests only a daily rate; however, charter transportation costs vary significantly based on mileage. Should bidders include a mileage allowance within the daily rate (for example, up to 300 miles per day) or perhaps charge a stated per-mile rate for mileage exceeding that allowance?
a. If so, where should this be reflected in the bid response?
States Response: Treatment of mileage should be provided with each trip’s quote and not in the response to this solicitation.
6. Also, pricing can vary based on number of hours as well, especially considering DOT limits on driver drive time and driver shift time. What is the number of hours of service that is considered the maximum on any one day of service within the day rate bid that is being requested?
States Response: The maximum number of hours of service that can take place in one day is stated below, via Section III.J.11
i. 10-Hour Driving Limit - Contractors may drive a maximum of 10 hours after 8 consecutive hours off duty.
ii. 15-Hour Limit - May not drive after having been on duty for 15 hours, following 8 consecutive hours off duty.
iii. 15-Hour Limit - May not drive after having been on duty for 15 hours, following 8 consecutive hours off duty. Off-duty time is not included in the 15-hour period.
iv. 60/70-Hour Limit - May not drive after 60/70 hours on duty in 7/8 consecutive days.
v. Adverse Driving Conditions - Drivers are allowed to extend the maximum 10-hour driving time and 15-hour on-duty limit by up to 2 hours when adverse driving conditions are encountered.
