About this file

This is Amendment #1 to an Invitation for Bid (IFB) issued by the South Carolina Department of Natural Resources for water treatment services at the Marine Resources Division facility in Charleston. The solicitation requests comprehensive water treatment services for HVAC water-processing equipment, including boilers, chillers, cooling towers, and associated piping systems. Services encompass monthly monitoring and inspection, chemical treatment, required testing, and professional services with a mandatory pre-bid conference and site visit scheduled for June 9, 2026 at 11:00 AM EST at 217 Fort Johnson Road, Charleston, SC 29412. Sealed offers must be submitted by July 7, 2026 at 10:00 AM EST to the SC Department of Natural Resources Procurement Services at 260D Epting Lane, West Columbia, SC 29172, either online through the SCEIS portal or via FEDX, UPS, or USPS. The initial contract term runs one year beginning July 9, 2026 with four automatic annual renewals through July 8, 2031. Award notification is anticipated July 8, 2026 at 10:00 AM EST and will be made to the lowest responsible and responsive bidder.

Key amendments to the Scope of Work clarify that the vendor is responsible for performing all regular treatment procedures, whereas previously the MRD facilities personnel performed these duties. The cooling towers have a capacity of 300 tons, and SCDNR owns all associated equipment. The current contract with incumbent vendor Chemgard had a Total Potential Value of $19,814.00 over five years ending June 30, 2026. Vendor pricing must be submitted as a fixed monthly rate incorporating all labor, materials, equipment, chemicals, supplies, and expenses, with travel and mileage non-reimbursable; SCDNR reimburses the contractor for chemicals used during normal operations and covers replacement treatment chemicals for major equipment breakdowns. The vendor must supply all water treatment chemicals, furnish a qualified service representative for monthly on-site visits at no additional cost, be available within 72 hours for technical services, and maintain Commercial General Liability coverage of at least $1 million per occurrence, Auto Liability of $1 million per accident, and Workers' Compensation with Employer's Liability limits of $1 million per accident. Written questions are due June 16, 2026 at 12:00 PM EST.
