About this file

This document is Amendment #1 to a Request for Quotes issued by the South Carolina Department of Natural Resources for the construction of a shed at Broad River Wildlife Management Area. The solicitation, numbered 5400019009, seeks a pre-engineered pole building structure to be constructed in accordance with the 2015 International Building Code and all applicable state and local codes. A pre-bid conference was held on December 18, 2019 at 11:00 AM at 1227-1697 Strother Road, Blair, SC 29015. Offerors were required to submit questions by December 19, 2019 at 12:00 Noon to Procurement Officer Andy Bowman. The offer submission deadline was January 3, 2020 at 10:00 AM, with award posting scheduled for the same date. Offerors were required to hold their offers open for a minimum of ninety calendar days following the opening date. The building specifications include a 20-foot span open bay gable side covered with metal siding, a 12-foot-wide garage door, and all untreated lumber covered with metal trim.

The amendment addresses eight vendor questions and clarifications regarding project specifications. Key clarifications include confirmation that foundation footings are required with contractor responsibility for providing footing details for owner approval, confirmation that no interior dividers or interior siding are required, and specifications that the gable ends be covered with one-piece metal siding rather than two pieces as originally depicted. The amendment notes that state property is exempted from local permitting requirements under SC Code 6-9-110, with the Office of the State Engineer serving as the codes official for state properties and performing all inspections. All other terms and conditions of the original solicitation remain unchanged. Offerors were required to submit signed copies of the solicitation form with their offers and maintain South Carolina Vendor Registration.

This amendment covers vendor questions and answers.

1. Are there any footings required Answer: Yes a foundation is required, as stated in the Solicitation “ Enclosed building and shed shall be a pre-engineered building constructed in a manner consistent with “Pole Building” construction and designed for all dead, live, seismic and wind loads as required by the 2015 International Building Code, State and Local Codes. “Contractor is responsible for providing a footing detail to the owner for approval.

2. Are there any dividers inside shed Answer: No

3. Is there any siding required inside building Answer: No

4. Is the garage door 12' high or 12' wide?

Answer: 12 ‘wide

5. Will the open bay gable side be covered with metal?

Answer: Yes. All untreated lumber shall be covered with metal trim.

6. It was brought up in the meeting that the 20 foot bay should be reduced to 10 feet and a post be placed. With the positioning of the building and the equipment on site, we recommend keeping the 20 foot span. In the scope of things we are not talking about a significant price difference. As far as losing clearance height, our engineers in the past have usually gone with 16-18 inch lvl’s in similar spans which would place the clearance height at approximately 6 inches lower.

Answer: Maintain the 20’ span as specified.

7. The drawing shows an eave trim wrapping around the building to the gable side. We recommend the metal be in one piece on the gable ends and not two as the drawing suggests. Is this acceptable?

Answer: Yes, use one piece metal siding on gable ends.

8. We are still confused on whether permitting and inspections will be taking place. I recall it being said that the state would permit it but I know the county office will want it permitted too.

Answer: SC Code § 6-9-110 exempts state property from local ordinances that require permits, licenses or other devices as means of enforcing building standards. The Office of the State Engineer is the codes official for state properties. Inspections will be performed by the State.
