Amendment 1 to Invitation for Bid for Printing of Law Training Manuals
This is Amendment 1 to an Invitation for Bid (IFB) issued by the State of South Carolina, Department of Administration, Procurement Services, on behalf of the SC Criminal Justice Academy. The solicitation requests printing services for law training manuals for an estimated five-year contract. Offers must be submitted online at http://www.procurement.sc.gov by April 1, 2020 at 11:00 A.M. Questions from offerors must be received by March 19, 2020 at 11:00 A.M. No pre-bid conference or site visit is required. Award is scheduled for April 9, 2020. All quantities listed represent estimated annual totals across the five-year contract period, with orders split into two shipments per year—typically placed at the end of April for mid-June delivery and at the beginning of October for mid-December delivery. The specific volumes and items ordered will vary based on class sizes and field requirements, with some items potentially ordered only once annually.
This amendment clarifies operational requirements modified in light of health concerns. Digital submission or overnight mail delivery of proofs is now acceptable in lieu of in-person pickup and delivery by a contractor representative, provided the contractor maintains a representative readily available for phone and email communication regarding contract issues. Item specifications include various manual formats, with most items stapled at the top left without covers, except for the driving range evaluation sheet, which is a trifold document. Offerors must acknowledge receipt of this amendment on their bid submission. All other terms, conditions, bidding instructions, and specifications from the original IFB remain unchanged. Procurement Officer: Nakendra Perry, (803) 896-0022, nperry@mmo.sc.gov.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor Preference (11-35-1524(C)(1)(i)&(ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).

The following changes are hereby incorporated:
AMENDMENTS TO SOLICIATION (JUN 2017)
The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “State’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: Underlined text is added to the original provision. Stricken text is deleted. [02-2A097-1]
Question: We would like very much to present pricing to you for all of the legal manuals part of Solicitation Number 5400019120 however, being a non-local printer, it would be impossible to adhere to the last check box on the State of S.C. Printing Specification Sheet, specifically the requirement for a contractor representative to personally pick up and/or deliver copy and proofs in person. I am asking if this is a requirement that, in light of recent health concerns, may be something that your offices may be able to forego.
State’s response: Yes, this can be taken care of digitally or by over-night mail for proofs. Also having a representative readily available to handle issues via phone/email would be necessary.
The last line on each of the sheets states: “ALL COPY, PROOFS, ETC. MUST BE PICKED UP AND DELIVERED IN PERSON BY CONTRACTOR REPRESENTATIVE WHO SO KNOWLEDGEABLE AND APABLE OF DISCUSSING THE CONTRACT” Question: Is this a mandatory requirement or would digital or live copy proofs over-nighted be acceptable?
State’s response: Yes, this can be taken care of digitally or by over-night mail for proofs. Also having a representative readily available to handle issues via phone/email would be necessary.
Page 27 (highlighted portion) – “All quantities listed are for the estimated annual total of the five- year contract total. The total below will be split into two orders per year.”
Question: Is there a specific month or season in which the orders are typically placed? And are all orders placed at once during each of the two splits?
State’s response: Typically, the order will be placed at the end of April so the product will be on campus mid-June. The second order typically is place at the beginning of October for the manuals to be on campus mid-December.
Everything will not be ordered each time; this will depend upon class sizes and the desire of the class in the field. For our smaller classes it may be only 1 order per year, others will show up on both orders.
Question: Item # 2 says 6 pages, I assume it has no cover and will staple top left. Is this correct?
State’s response: Correct, if there isn’t a cover it is just a staple at the top left, except for the driving range evaluation sheet. This is a trifold document and I will send a hard copy of one upon placing the order for an example.
ALL OTHER TERMS, CONDITIONS, BIDDING INSTRUCTIONS, AND SPECIFICATIONS REMAIN UNCHANGED. IF THERE ARE ANY QUESTIONS OR IF ANY CONFUSION OR UNCERTAINTY ARISES AS A RESULT OF THIS AMENDMENT, IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTACT THE PROCUREMENT OFFICER FOR CLARIFICATION. CONTACT INFORMATION CAN BE FOUND IN THE TOP RIGHT HAND CORNER OF THE COVER PAGE OF THIS AMENDMENT. REFERENCE THE “DUTY TO INQUIRE” CLAUSE IN THE ORIGINAL INVITATION FOR BID.
