About this file

This is an amendment to a grounds maintenance contract for the South Carolina Adjutant General's Office, covering multiple military facilities in Columbia, South Carolina. The contract encompasses grounds maintenance services at six locations: the Adjutant General Building (TAG), Columbia Armory, United States Property and Fiscal Office (USPFO), South Carolina Military Museum, Combine Support Maintenance Shop (CSMS), and Olympia Armory, including all associated storage buildings, parking areas, lots, and islands. Services include mowing, shrub trimming, fertilization, herbicide application, debris removal, spring cleanup by May 1st, and fall cleanup including crepe myrtle cutting by January 15th. The updated scope specifies weekly mowing and trimming for TAG and Columbia Armory during March through October, bi-weekly service for USPFO, CSMS, Museum, and Olympia during the same period, and monthly service for all facilities from November through February. Grass shall be mowed to two inches in height with all work occurring between 7:00 AM and 3:00 PM Monday through Friday, excluding state and federal holidays. The bidding schedule includes 24 line items with quantities of 36 each for weekly services, 18 each for bi-weekly services, 4 each for monthly services, and 1 each for spring and fall cleanups at individual facilities.

The contractor must provide all labor, equipment, tools, supplies, materials, supervision, and transportation. The contractor is responsible for all property damage caused by equipment operation or improper horticultural practices and must replace damaged plant material within 30 days at no charge to the agency. Required insurance includes a Commercial General Liability policy with minimum limits of $1,000,000 per occurrence and $3,000,000 in aggregate, plus Workers Compensation coverage meeting current statutory requirements, with the Adjutant General's Office named as additional insured. The contractor must obtain any required licenses and permits and submit detailed monthly invoices to invoices@scmd.sc.gov including contractor name, invoice date, service dates, invoice number, contract number, purchase order number, and charges by individual facility. All fertilizers must be slow-release formulation, and the contractor may remove dead wood and sucker growth from crepe myrtles rather than perform heavy pruning practices.

ANSWER: All turf and all shrubs should be fertilized using slow-release fertilizer.

5. Are the elimination parking lot/concrete/asphalt weeds included in our service?

ANSWER: No

6. We noticed the crape myrtles on site have been severely ‘hard pruned’. Some people in our industry refer to this practice as ‘crape murder’. Is this what you guys want? Or can we remove the suckers, dead and cross branches and allow the tops of the trees to fill out naturally?
