About this file

This is Amendment 1 to an Invitation for Bid (IFB) solicitation issued by the South Carolina Department of Mental Health (SCDMH) for the SCDMH PBH Labyrinth Paver Install project. The solicitation requires bidders to submit offers online through the South Carolina procurement portal by March 17, 2023 at 3:00 PM, with questions due by March 13, 2023 at 4:00 PM. Site visits are available by appointment only, and award notification is scheduled for March 23, 2023. The procurement officer is Clifton Sanders, and bidders must submit one copy of their signed offer, acknowledging receipt of all amendments and agreeing to hold their offers open for a minimum of thirty calendar days after the opening date.

The government's estimated budget for this project is less than $40,000. According to vendor questions and answers included in the amendment, supplies may be shipped directly to the site. If a bid exceeds the government's estimate due to increased supply costs and freight delivery charges, the project will require reassessment. Offerors are required to acknowledge receipt of amendments by identifying the amendment number and date on Page Two of the bid form or by other appropriate means. The solicitation includes opportunities for in-state vendor preferences under South Carolina Code Section 11-35-1524, provided vendors maintain an in-state office and meet specified qualification requirements.
