About this file
This amendment to an Invitation for Bid is issued by the South Carolina Public Employee Benefit Authority's Purchasing Office for the printing and distribution of the Benefits Advantage Newsletter. The solicitation was originally issued on June 4, 2019, with Amendment 1 revising key deadlines and posting dates. Questions from offerors must be received by June 3, 2019, at 5:00 PM EST. Offers must be submitted online at http://www.procurement.sc.gov by June 13, 2019, at 11:00 AM EST, with a minimum 30-day offer hold period required from the opening date. Award notification is scheduled for June 18, 2019. No pre-bid conference or site visit is required for this solicitation. The procurement officer is Susan Mondier, contactable at 803-737-6934 or smondier@peba.sc.gov.
Amendment 1 clarifies three substantive points: the state cannot identify "Spot" using Pantone Matching System numbers and will instead provide CMYK, RGB, and HEX color specifications; the Benefits Advantage Newsletters do not qualify for nonprofit postage rates; and mailing addresses include locations outside South Carolina. Offerors must acknowledge receipt of this amendment through submission of a signed bid, written acknowledgment of the amendment number and date, or letter confirmation. Bidders claiming South Carolina resident vendor, resident contractor, or resident subcontractor preferences must carefully review Section 11-35-1524 of the South Carolina Code of Laws, as preference requirements have changed and must be claimed by line item.

This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]
