Amendment 1 to Solicitation 5400029035: Veteran Treatment Court and Comprehensive Statewide Needs Assessment

This amendment to solicitation 5400029035 is issued by the South Carolina Department of Veterans' Affairs through the State Fiscal Accountability Authority's Division of Procurement Services. The solicitation seeks proposals for two separate needs assessment projects: Lot 1 (Veteran Treatment Court Needs Assessment) and Lot 2 (Comprehensive Statewide Needs Assessment), with offerors permitted to bid on either or both lots independently. Lot 1 requires assessment of the state's 13 active Veteran Treatment Courts to identify service gaps and needs, resulting in deliverables including findings and recommendations (due September 2026), a comprehensive report (due March 2027), a strategic planning workshop for 50-60 stakeholders, and two presentations to stakeholder groups. Lot 2 requires a comprehensive statewide needs assessment examining priority needs among South Carolina's veteran population across healthcare, housing, employment, education, mental health, and social support domains through surveys, stakeholder interviews, secondary data analysis, and actionable recommendations for state and federal agencies. A non-mandatory pre-proposal conference is scheduled for December 3, 2025, at 10:00 AM ET via Microsoft Teams. Questions from offerors were due by December 4, 2025, at 12:00 PM ET. Proposals must be submitted online by January 14, 2026, at 11:00 AM ET, with award notification scheduled for February 24, 2026. The contract term is one year from the award date, with a maximum period not to exceed 12 months. Offerors must submit two copies of their proposal (one original and one redacted copy) and acknowledge receipt of this amendment.

The solicitation requires fixed lump-sum pricing that includes all costs for materials, labor, services, and travel, with offerors responsible for itemizing costs by line item corresponding to the scope of work. No budget ceiling or range has been provided by the state. Evaluation criteria include capabilities and detailed approach (45 points), experience and qualifications (35 points), and price (20 points); no preference is given to in-state vendors or single versus multiple vendors for both lots. Contractors must maintain commercial general liability insurance with limits of $1,000,000 per occurrence and information security and privacy liability insurance with limits of $5,000,000 per occurrence and $10,000,000 aggregate. There is no incumbent contractor currently performing similar work. The state will provide approved access to contact information for approximately 85,000 veterans, circuit-level program data, and relevant open-source reports from federal and state agencies, though contractors may utilize their own platforms and tools. Participation requirements include all 13 Veteran Treatment Court coordinators for Lot 1 and invitation to all county veterans affairs officers and 16 solicitor offices; 20-30 stakeholders are anticipated for Lot 2, with between 180-500 service providers identified as potentially involved. In-person engagement is preferred, though virtual or hybrid arrangements are acceptable with state approval. No page limits apply to technical proposals, which must be submitted separately from price proposals in Microsoft Office 2003 or later or PDF format.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

The Solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “State’s Response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “State’s Response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: underlined text is added to the original provision. Stricken text is deleted. [02-2A097-1]

The following questions were received pursuant to the original date and time specified on the front of the solicitation:

1. Pages 15 - 18: Are the Lot 1 efforts and deliverables completely separate from the Lot 2 efforts and deliverables, or is Lot 1 part of Lot 2 efforts?

State’s Response: Yes, Lot 1 efforts and deliverables are completely separate from the Lot 2 efforts and deliverables. Offerors may offer on one or both Lots. Offerors are not required to offer on both Lots. Lots are organized by Needs Assessment. Lots will be awarded separately.

1. Pages 15 - 16: Under Lot 1, section 3 Deliverables, Deliverable 3a is to be completed one year after start which would be around March 2027. Deliverable 3b is to be completed in September 2026 which are the findings and recommendations and is only about halfway through the project.

1. Is September 2026 the correct deliverable date for 3b, and if so, is the presentation deliverable an early draft of whatever the findings and recommendations are at that point in time of the project?

State’s Response: Dates can be adjusted based on award date, not to exceed 12 months from the award date.

1. Also, Deliverable 3c is conducting a workshop by end of September 2026. Should the results of this workshop should be included in Deliverable 3b?

State’s Response: Yes.

1. General: Will all of the county VA offices have representatives involved in the project?

State’s Response: We will invite all County Veteran Affairs Officers to participate in the Comprehensive Statewide Needs Assessment. The actual number of County Veteran Affairs Officers will depend on who agrees to participate.

1. Page 16: How many service providers are currently delivering services to veterans in South Carolina?

State’s Response: There are 180-500 service providers delivering services to veterans in South Carolina.

1. General: Since the court diversion programs in South Carolina are run by the 16 solicitor offices, will all of the solicitor offices be involved in this project?

State’s Response: We will invite all solicitors to participate in the Veteran Treatment court needs assessment.

1. Page 16: Lot 2 Objective 4 is actionable recommendations for state and local agencies. Please identify the specific state and local agencies for which actionable recommendations are to be made.

1. Service Provider Security Assessment: Will the contractor have access to confidential Veteran information, and what data security measures are required?

State’s Response: No.

1. Can the State provide a target or maximum budget range for this work to ensure proposals are aligned with available resources?

1. Is there an incumbent or other contractor performing similar work currently? If so, who?

State’s Response: No.

This is separate and different from the Experience and Qualifications (past performance) information required in the proposal.

1. Can we attach the sample deliverables as an appendix at the end of technical narrative, as opposed to right in the middle?

State’s Response: Yes.

1. Can we use the same products and/or references for both Lots?

State’s Response: Yes.

1. Is there a not-to-exceed amount for the budget?

State’s Response: That information is not available.

1. Will out-of-state vendors be considered?

State’s Response: The Offeror shall submit a sample of any preliminary and/or final products/documents used by the Offeror that demonstrate the deliverables that are routinely produced during services required.

1. For Lot 1, can you share approximately how many Veteran Treatment Courts will be under review?
