About this file

This Amendment 1 document pertains to Solicitation 5400027371 for Specialized Accountant Recruitment services issued by the South Carolina State Treasurer's Office through the State Fiscal Accountability Authority (SFAA), Division of Procurement Services. The solicitation seeks recruitment services for specialized accountant positions, with an estimated annual placement range of zero to five positions within a fiscal year. A non-mandatory pre-proposal conference was held virtually on January 7, 2025, at 10:00 AM ET. The deadline for offeror questions was January 8, 2025, at 12:00 PM ET, and proposals are due online by February 13, 2025, at 11:00 AM ET. Award notification is scheduled for April 4, 2025. Two online submissions are required: one original and one redacted copy. The onsite working address for selected firm(s) is the South Carolina Treasurer's Office, 1200 Senate Street, Wade Hampton Building, Columbia, SC 29201. If required by the State Treasurer's Office, selected firms must be able to arrive onsite for meetings or conferences within 72 hours.

The State is not disclosing the estimated budget or NTE (Not-to-Exceed) amount at this time. This is the State Treasurer's Office's first competitive procurement for specialized accountant recruitment services, though the agency has previously leveraged vendors for recruitment services. There are no mandatory subcontracting requirements for this contract. Offerors must submit proposals in Attachment D as a separate Excel document containing pricing information, while the technical proposal must remain separate and free of any pricing details. Required insurance includes Commercial General Liability with $1 million per occurrence (Professional Liability Insurance is not acceptable as a substitute), and Auto Liability insurance is mandatory even when no vehicles are required to be driven. Standard national and state criminal background checks and credit checks are required for candidates. References may be submitted from both public and commercial entities, and the referenced contracts do not need to be awarded contracts. Offerors must bid on all positions within a category and are not permitted to submit price ranges in column E of Attachment D or to note exceptions in their responses.
