About this file
Amendment 1 to RFB 2026-UWEAU-01283
This amendment modifies the Request for Bids issued by the University of Wisconsin-Eau Claire for bulk mail preparation and processing services. The procurement solicits competitive bids from vendors capable of providing comprehensive mail handling services to support the university's operational requirements. Bids must be submitted exclusively through the online SciQuest portal at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin. The procurement timeline establishes a questions deadline of April 29, 2026 at 2:00 pm Central Time, with anticipated responses posted by May 1, 2026. Final bid submissions are due on May 15, 2026 at 2:00 pm Central Time. All inquiries regarding the solicitation should be directed to Shelle Gholson at purchasing@uwec.edu. The original solicitation was posted on April 16, 2026, allowing prospective bidders approximately one month to prepare and submit responses.
The amendment does not disclose an estimated award value, budget range, or contract term for the bulk mail preparation and processing services. No set-aside designations, bidder eligibility restrictions, or preferences for disadvantaged enterprises are specified in the available procurement documentation. No incumbent vendors, current contractors, or existing infrastructure requirements are identified. Interested organizations meeting the stated service requirements should review the complete solicitation details and any amendments on the SciQuest platform to identify all technical specifications, evaluation criteria, and contractual terms applicable to this opportunity.

AMENDMENT #1
Bulk Mail Preparation and Processing Services
2026-UWEAU-01283-RFB
Question #1: Regarding the line item for pre-sort flats - we can offer a credit for pre-sorting flats but we'd have to be applying the postage at retail rates and billing for flats postage incurred. Is there interest in incorporating that?
Answer #1: No, we are not interested in a credit structure tied to pre-sorting flats.
Question #2: Regarding the quote request for tabbing-some jobs require 2 or 3 tabs depending on the piece in question and USPS regulations. Is this intended to be quoted per piece or per tab used? The 3 tab jobs are longer and obviously require 50% more material costs.
Answer #2: Tabbing should be priced as a per-piece cost, based on a standard job requiring two (2) tabs.
Question #3: Regarding the poly mailer quote request- should we assume that the promo item and card will always be pre-stuffed before vendor receives them? And then vendor will receive address list from UWEC, print labels and apply them to the bagged promo items?
Answer #3: Yes.
