About this file
This is Amendment #1 Q&A document for RFB 2025-UWMSN-00869 issued by the University of Wisconsin-Madison (UWMSN) regarding the procurement of a Small Animal 7T MRI Instrument. The amendment addresses five bidder inquiries and concerns, with key modifications including the removal of a restrictive cryo-cooler positioning requirement that mandated posterior placement, clarification that delivery is desired within 4 weeks of purchase order issuance (with bidders required to specify earliest delivery date if unable to meet this timeline), and amendments to specifications for an optional future PET insert purchase that were previously too restrictive and vendor-specific. The university has explicitly clarified that only new equipment is acceptable, with no demonstration or refurbished units being considered for this procurement.
The university has declined to provide budget information for this competitive bid, stating this is not their typical practice and instructing vendors to provide competitive pricing. The amendment reflects concerns from bidders about potentially exclusionary specifications that appeared to favor specific manufacturers, particularly regarding the PET insert specifications that were derived directly from one vendor's documentation. Delivery timeliness will be used as an evaluation criterion for bid award, and the university has made clear that neither refurbished nor demonstration equipment will be accepted under this solicitation.

Amendment #1 Q&A for 2025-UWMSN-00869-RFB
1. 1B: The cryo-cooler unit must be posterior to the magnet for easy access, rather than a cryo-cooler unit that is below the magnet that is more difficult to access. This feature lacks justification, as accessing the cryo-cooler from the rear, underside, or top does not present any additional difficulty. The inclusion of this “MUST” requirement is irrelevant and appears solely to exclude potential bidders. We formally request the removal of this exclusionary specification. – This specification has been removed.
2. DELIVERY Shipping with delivery time within 4 weeks of issuing the Purchase Order Unless these terms were previously negotiated with suppliers before the issuance of the RFB, including confirmation of their stock availability, it is unreasonable to expect any company to manufacture an MRI system within 4 weeks, let alone deliver it in that timeframe. Delivery is desired within 4 weeks after the purchase order has been issued. If unable to deliver by the stated date, indicate in the TECHNICAL RESPONSE QUESTIONS the earliest delivery date possible. Timeliness of delivery may be used in evaluation for bid award.
3. Optional Future Purchase – PET insert for the Small Animal 7T MRI Instrument The description/specification of the PET insert is directly derived from Mediso’s documentation, making it highly specific to their products. We would also like to formally highlight that the RFB provides no opportunity to enhance the offering, as it imposes restrictive specifications for the PET insert, limiting it to a small unit designed to accommodate only one mouse at a time. This specification is being amended.
4. DEMONSTRATION or REFURBISHED UNIT We hereby formally request that the supplier clearly specify whether the system is a refurbished unit or a demonstration unit, and if it was previously installed at another facility. Furthermore, the RFB should explicitly indicate whether such a system would be considered acceptable. This RFB is not for a demonstration or refurbished unit. We did not include any language regarding the acceptance of refurbished or demo equipment because neither are acceptable for this bid.
Julie YAPP Cross-Out
5. BUDGET We would also like to request information regarding the maximum budget allocated for this purchase. The University of Wisconsin does not typically provide a budget for competitive bids and will not be for this bid. Vendors should provide competitive pricing
