About this file
This is an Amendment 1 Questions and Answers document for RFB #2023-UWMSN-00243-RFB issued by the University of Wisconsin-Madison for Immunohematology Proficiency Testing Materials. The solicitation seeks bids for proficiency testing materials, with responses to be submitted online through the ShopUW+ platform at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=UWisconsin. Inquiries regarding the solicitation should be directed to Carla Parker at Carla.parker@wisc.edu.
The amendment addresses three primary bidder questions regarding product quality and compliance requirements. The first two questions clarify that DAT (Direct Antiglobulin Test) samples must be quality control tested on external automated analyzers with results documented on the Certificate of Analysis (COA) alongside manual test results, confirming the supplier's material compatibility with both automated and manual testing methods. Bidders unable to meet this specification must indicate "No" and provide justification. The third question addresses Minority Business Enterprise (MBE) qualification, specifying that vendors must obtain Wisconsin state MBE certification through supplierdiversity.wi.gov to qualify for a competitive 5% price advantage. No specific contract term, renewal options, or pricing information is provided in this amendment document.

QUESTIONS AND ANSWERS TO RFB #2023-UWMSN-00243-RFB
Q1. The DAT samples are not currently QC'd on an external analyzer. Is this a new requirement? we, of course QC the samples using all other means.
Since we request the material to be compatible with both automated and manual methods and list as such in our catalog, we request to have documentation that the material is tested on both and noted on the COA. We have a number of participants that utilize various automated instruments for DAT testing (poly, IgG). If you are not able to meet this specification requirement (i.e., pretesting on an automated analyzer and listing on the COA along with manual test results on the COA), please indicate “No” for it and provide a reason why.
Q2. We do perform a QC on an analyzer but do not list the analyzer on the C of A currently. is this a new requirement?
Since we request the material to be compatible with both automated and manual methods and list as such in our catalog, we request to have documentation that the material is tested on both and noted on the COA. If you are not able to meet this specification requirement (i.e., listing both the automated analyzer and manual test results on the COA), please indicate “No” for it and provide the reason why.
Q3. We see that as a minority business enterprise, we would be more competitive and able to upcharge by 5%. How do we qualify for this?
You must be a certified MBE vendor in the state of Wisconsin to qualify. Please visit supplierdiversity.wi.gov for more information.
