About this file
This document is an amendment to an existing contract for the Massachusetts Department of Correction (DOC) for drug testing materials, services, and supplies. The DOC is seeking vendors to provide confirmatory urinalysis testing using Gas Chromatography/Mass Spectrometry (GC/MS) to detect a wide range of drugs of abuse, including alcohol, amphetamines, barbiturates, benzodiazepines, and others. The selected vendors will be required to provide portal services for sample pickup, maintain the chain of custody, and deliver written results within 5 business days. The DOC reserves the right to add or change threshold levels and add new institutions to the contract.
The amendment outlines specific performance measures, including sample retention, written communication, and portal-to-portal service within 2 business days. Failure to meet these measures may result in penalties. Bidders must provide business references, background and experience in testing, a copy of their Massachusetts medical laboratory license, and College of American Pathologists certification. The DOC intends to award contracts to one primary and one backup vendor, but reserves the right to contract with additional vendors as needed.

The DOC considers it highly desirable for the selected vendors to be able to enter into subcontracts for additional testing needs/requirements beyond the scope of the vendor. The intent of the DOC is to initially award contracts to one primary and one backup vendor, but reserves the right to enter into contracts with other vendors as circumstances warrant.
The DOC reserves the right to add any new institutions to this contract.
The vendor will be required to provide portal services to institutions requesting pick‐up. Results shall be communicated in writing within five business days of sample pick‐up unless other arrangements are agreed upon in writing between the vendor and department. The vendor will be required to maintain all samples (positive or negative) for 15 consecutive days. The vendor will be required to maintain the original written results for 5 years.
All bids shall address the following areas:
1. Proficiency testing
2. How the chain of custody will be maintained ‐ example to be provided.
