ATTACHMENT 1 – QUESTIONS AND ANSWERS

QUESTION 1: Under question #26 of the FAQ, USAID provided a breakdown of available funding by technical area. “For year 1, the approximate percentage breakdown is 60% MCH funding (to cover the areas of maternal, newborn, child health and immunization), 30% Nutrition funding, and 10% Other (potentially including Early Childhood Development)”. How does it relate to the estimated number of awards USAID plans to make per intermediate result?

ANSWER to QUESTION 1: These percentages are for the program overall and the appropriate allocation will be further discussed and detailed in the co-creation and full application phases of the solicitation process. In your concept paper submission, please indicate your organization’s (or the consortium’s) proposed activities according to these percentage thresholds across one or more of the Intermediate Results (Irs). USAID reserves the right to make none, one, or more awards from this APS.

QUESTION 2: The USAID APS refers to “Agente Polivalente Elementar” (APE). May applicants use the updated terminology of Agente Polivalente de Saúde (APS)?

ANSWER to QUESTION 2: Yes, USAID is aware of the change. Utilization of either term is acceptable in the concept notes.

QUESTION 3: Can USAID clarify the approximate SOW for the G2G grants listed in the table in the Q&A document, particularly the MCH G2G grant? We have followed USAID’s advice (from the previous Q&A) to consult the provincial governments regarding the SOW for the G2G grants. But those discussions did not result in a clear picture of what broad activities may be included. Knowing more about the SOW for the G2G grants will help applicants to respond to USAID’s request to hear how we plan to work with the G2G grants and to prevent overlaps with new MNCHI+N Activity.

ANSWER to QUESTION 3: Note that there is not a specific MCH grant for G2Gs. There are a number of provincial G2Gs that have MCH-related activities, along with other technical health areas. Please see a brief list of illustrative example activities related to MCH below:

● Strengthen healthcare staff technical capacity through training and mentorship;

● Improve the quality of MNCH services through technical support visits and supervisions;

● Expand the offer of MCH services through integrated mobile brigades, and use of radio and television services for demand creation;

● Implement quality initiatives such as model maternity and IMCI accreditations;

● Increase availability of staff, equipment and supplies, and transportation options;

● Acquisition of goods and products and hiring of technical staff at the health facilities;

● Improve data quality and the use of information for decision making through Data Quality

Assessment (DQA), data review meetings, and maternal and neonatal deaths discussion forums.

QUESTION 4: On page 45 (generic budget summary template), what is the Sub-Total and Grand Total formula?

ANSWER to QUESTION 4: The generic budget summary template is a model to provide guidance; each applicant can use it to generate their own budget. The Microsoft Excel budget must illustrate the arithmetic/formulas to reach the cost figure.

QUESTION 5: Still, on the generic budget summary template, can we add a budget line(s) on cost share and/or leverage to show the grand total? If yes, is our assumption correct that we should also add a description of the added budget line in the narrative?

ANSWER to QUESTION 5: Yes, cost share is encouraged but not required for this activity. If applicants include a line item for cost share, a subsequent description must be included in the budget narrative.

QUESTION 6: Does USAID have an estimate on the number of awards it plans to make per intermediate result?

ANSWER to QUESTION 6: USAID reserves the right to make none, one, or more awards from this APS.

QUESTION 7: Can USAID provide an estimated budget breakdown of the $92 million budget per intermediate result?

ANSWER to QUESTION 7: For year 1, the approximate percentage breakdown is 60% MCH funding (to cover the areas of maternal, newborn, child health and immunization), 30% Nutrition funding, and 10% Other (potentially including Early Childhood Development). These percentages are for the program overall and the appropriate allocation will be further discussed and detailed in the co-creation and full application phases of the solicitation process.

QUESTION 8: Are sub-recipients expected to have UEI numbers at the moment of submitting the concept note? Of submitting a full proposal? Or at the receipt of a sub-grant? Please advise.

ANSWER to QUESTION 8: Sub-recipients are not expected to have UEI numbers at the moment of submitting the concept note, but they must obtain and provide a UEI number if they are required to submit a full application.

QUESTION 9: Which Cover page format should we follow? Is it the one outlined on page 36 or page 42?

ANSWER to QUESTION 9: Please use the cover page format on page-42 of the revised Notice of Funding Opportunity (NOFO), Amendment 01.

QUESTION 10: Question 14 says, “Applicants should submit one page illustrating the summary budget (in Microsoft Excel) and another page with the budget notes narrative.” Does it mean during submission, the following should be attached:

a. ANNEX I: CONCEPT PAPER FORMAT (in one PDF) - DOCUMENT 1

i. Cover page

ii. 5-page technical narrative

b. ANNEX II: BUDGET TEMPLATE (1 Excel sheet, 1 PDF) - DOCUMENTS 2 AND 3

i. Generic Budget Summary (in Excel)

ii. Budget Notes (in PDF)

ANSWER to QUESTION 10: Yes. That is correct.

QUESTION 11: In ANSWER to QUESTION 58, you mentioned that “the goal is to have an award in place by the third year of the calendar year 2024.” Do you mean the third QUARTER?

ANSWER to QUESTION 11: Yes, the goal is to have an award in place by the third quarter of calendar year 2024.

QUESTION 12: In the revised APS 72065623APS000001/001 Page 36 and page 42, which of the concept paper model/format to follow?

ANSWER to QUESTION 12: See answer to Question 9.

QUESTION 13: On page 27 of the APS, it says “the goal is to have an award in place by the third year of calendar year 2024”. In the Q&A, question 58, it says the same, but question 89, it says “...2nd quarter of the calendar year 2024.” Assuming the first mention of “year” should read “quarter” would a start date of July 1, 2024 be reasonable?

ANSWER to QUESTION 13: See answer to Question 11.

QUESTION 14: On Page 43 of the APS, where the Cover Page requirements are listed, it says that applicants should provide the applicant’s Certificate of Incorporation. Does USAID want a copy of the Certificate or is it sufficient to provide the organization’s Registration Number with the relevant governmental body?

ANSWER to QUESTION 14: Applicants are expected to submit a copy of a legal document relating to the establishment of the organization.
