2 29 IDIQ Ordering Instructions

This requirement seems in conflict with the ordering catalog. “Note 1” seems applicable to evaluating the basis of estimate for catalog items rather than as part of the ordering process of FFP items. Please Clarify - we are concerned that reproposing with a rate build for each new FFP order will significantly increase order request to award time.

See Page 28 of the solicitation. Note 1: For all Firm Fixed Price task order CLINs, the contracting officer will review the Hourly Labor Rate Table to validate that labor rates offered in response to an RFQ do not exceed the established Hourly Labor Rate Table ceiling rates of the

IDIQ.

The Service Catalog section of the PWS states: "Our expectation, as listed in the estimated quantities located on the DLA Proposed Catalog tab of the IGCE for each catalog task”. Please clarify this is for context only and that pricing should only include the quantities outlined within Attachment 2 - Vendor Pricing Sheet, tab “Sec B Schedule of Services.“ If this is more than context, please provide the referenced document/tab and guidance for quantities for price evaluation.

Reference text: "The Government anticipates that performance of this contract may require travel as estimated below.” The table following the referenced text within the solicitation outlines Individuals Per Trip - is this a maximum for the number of travelers for each trip or a placeholder figure? Depending on the complexity of the engagement and number of stakeholders involved, 5 or more travelers could be expected to ensure successful execution (especially for the Innovation Navigators Framework catalog item).

This Individuals Per Trip number is an average for any single trip. The constraint for all travel is the not to exceed value Travel CLINs with a Not-to-Exceed (NTE) value which is $468,860.00 per year.

PWS, Key Roles & Personnel

Will the government consider key personnel candidates with a level of education and applicable experience higher than the requirement and related to the work, if their degree is not of a business related discipline?

For the Program Manager/Workshop Facilitator and Deputy Program Manager – Operations Lead roles, a Bachelor’s degree in a business-related field is a mandatory requirement.

For the Research Analyst role, the

Government will consider a candidate with a degree in a non-business discipline if they possess a higher level of education and their experience is directly applicable and relevant to the work described in the Performance Work Statement
