About this file

This is Amendment 001 to a Fiber Optic Engineering Services bid issued by the Northwest Oregon Utilities Cooperative (NWASCOPUD) on January 26, 2026. The amendment provides clarifications and revisions to the original solicitation through a series of questions and answers addressing bidder inquiries. Key clarifications include that Zone 11 is funded by BEAD (Broadband Equity, Access and Deployment) while other zones are funded by in-house funds, with design work to be completed zone by zone as Qlife releases Notices to Proceed and Purchase Orders. The project involves fiber optic network design across multiple zones, with design delivery requirements including splice diagrams, as-builts documentation, and integration with the District's Fiber Management System. Environmental components are not included in the scope, and the District will award all zones to a single contractor in a tiered approach as zones are released. A mandatory pre-proposal meeting was held, with the attendance list documented in Exhibit B, noting that three vendors experienced technical difficulties joining virtually and were not admitted after the scheduled 3:00 p.m. start time.

Compensation will be structured as Not-to-Exceed (NTE) amounts by zone with unit rates submitted by proposers to calculate actual costs incurred, with total compensation per zone not to exceed the applicable NTE amount without prior written authorization from the District. Construction management and as-built administration costs are not included in the NTE costs and will be handled separately. Pole attachment applications will follow formal processes dictated by pole owners, with the District requiring 10 poles per joint use application for its own facilities, while Western Electric Cooperative and PacifiCorp have their own joint use and construction application requirements. The design firm will not be required to stamp as-builts, and potholing during the design phase is not expected to be required. Hub and cabinet placement requirements are to be determined by the District, and easement acquisition, while necessary, is not included in the NTE costs. Bidders are directed to contact Purchasing@nwascopud.org for any questions or if attendance at the pre-proposal meeting is not reflected on the official attendance list.
