The following have been added by full text:
QUESTIONS AND ANSWERS
Responses to Questions to Solicitation W912CN-20-R-0003 Q&As #1-67
Q #1: Page 11 Para 3 from the Solicitation talks about the Past Performance Questionnaire. Can we choose to submit CPARS in lieu of Questionnaire forms?
A #1: No. The Past Performance Questionnaire and CPARS are not one nor the same.
Q #2: Volume-2 has been allocated a page budget of 25 pages plus 5 pages per each major subcontractor. How many Past Performance Information Forms/References are required to be submitted from Prime Offeror and how many from Subcontractor partner?
A #2: As stated in Addendum to 52.212-1 Instructions to Offerors, Volume II Factor 2–Performance, “this volume shall not exceed 25 pages plus five pages for each major subcontractor, excluding Past Performance Questionnaire Forms”. Page count excludes PPQ forms. There is not a limit on the number of references required.
Q #3: Page 4 Para 5 (c) has a Table defining the Page Limits per each Volume of Proposal. Requesting to exclude Cover Page; Cover Letter; Table of Contents; Resumes & Letters of Intent – from counting against this page limits specified.
A #3: No. However, the maximum number of pages for Volume I (Technical Volume) will be increased from 50, to NO maximum page limit.
Q #4: The Key Personnel have been identified to be Eleven (11) labor positions. Shall we understand that, this opportunity’s Level of Effort is 11 FTEs in the Base Year?
A #4: No. Key Personnel are eleven positions, however, refer to PWS Section 1.4.13 for the full scope for all positions and locations, which include Key Personnel and non-Key Personnel, total of 18.
Q #5: Can we request for the Level of Effort (man-hours/FTEs), which helps us in assessing the right staffing and the appropriate pricing?
A #5: Please refer to PWS Section 1.4.13 for the full scope for all positions and locations, which include Key Personnel and non-Key Personnel, total of 18.
Q #6: Page 11 under Heading Volume-III Factor-3 – Price lays down instructions to include Cost Narrative in Volume III. Does that necessitate a WORD/PDF VOLUME for Price Volume?
A #6: As stated in Addendum to 52.212-1 Instructions to Offerors, Volume III Factor 3 – Price, “A cost narrative is a written explanation about the price proposal calculations, basis of estimate data sources, etc”, therefore as long as there is a written narrative with sufficient detail, the written explanation may be provided on either format (i.e. Excel or Word).
Q #7: Under the ITO for Volume II, Section 1, item l, the PCO, COR, and ACO have already been requested in previous items, exactly what contact info is being requested under item l?
A #7: Item “l” Name/organization/position and phone number of knowledgeable individual who can be contacted by Government evaluators is intended as supplemental references other than those already listed. If N/A, you may indicate N/A.
Q #8: ITO for Volumes I and II – the phrase “Major Subcontractor” is used several times in describing proposal information required, however, the ITO never defines what workshare is required under this solicitation to be considered a major subcontractor. Can the Govt please define?
A #8: To clarify ‘Major subcontractors’ as used in the solicitation, refers to Any subcontractors the offeror will use.
Q #9: Both Vol I and Vol II request Consent Letters and Letters of Commitment from sub-contractors. Because of the space limitations in Vol I, can the letters be placed in Vol II and referred to in Vol I?
A #9: No. However, the maximum number of pages for Volume I (Technical Volume) will be increased from 50, to NO maximum page limit.
Q #10: Reference the Phase In Transition Plan, does the Government want a separate document and is it included in the 50-page limit for Volume I? Resumes (2 pages) and letters of Intent for the 11 key personnel will take up 33 pages total. We did not see anything in the solicitation excluding resumes from the page count. That only leaves about 17 pages total for all other requirements.
A #10: Yes, a separate document is required for the Transition Plan. Additionally, the maximum number of pages for Volume I (Technical Volume) will be increased from 50, to NO maximum page limit.
Q #11: Reference: RFP 52.212-1 Instructions to Offerors, 5.c Submission Requirements, page 4 Please confirm that the table of contents, resumes, and certifications do not count toward the 50-page limit for Volume I.
A #11: The table of contents, resumes, and certifications will count toward the page limit for Volume 1. The maximum number of pages for Volume I (Technical Volume) will be increased from 50, to NO maximum page limit.
Q #12: Reference: RFP 52.212-1 Instructions to Offerors, 6.b Proposal Files / File Packaging, page 5 Please confirm that the required submission files are to be compressed (zipped) into a zip file entitled “proposal zip.zip,” and not a zip file with a more descriptive file name, for example, one that includes the offeror company name.
A #12: If compressed (zipped) into a zip file, the offeror may entitle the file i.e. company name.
Q #13: Reference: RFP 52.212-1 Instructions to Offerors, 6.c.iv Volume IV instructions, page 13 Please verify the exact page numbers in the RFP that the Government wishes to be included in Volume IV under Tab C, for Completed Representations, Certification and Other Statements of Offerors.
A #13: As provided in Addendum to 52.212-1 Instructions to Offerors, 5.c Proposal Submission Requirements, for Volume IV (Solicitation, Offer and Award Documents, and Certifications/Representations) there is no maximum page limit.
Q #14: Regarding ADDENDUM to 52.212-1 Instructions to Offers – Commercial Items, 6. PROPOSAL FILES,
(iii) VOLUME III Factor 3 – Price. This section states “The offeror shall submit their price proposal in Excel Format.” Will a formatted Excel Workbook; to include what cost breakouts that are required such as Direct Labor Costs, G&A, OH, FEE by contract year; be provided to the Offerors?
A #14: No, this is not being provided at this time.
Q #15: Regarding ADDENDUM to 52.212-1 Instructions to Offers – Commercial Items, 6. PROPOSAL FILES, (i) VOLUME I: Factor 1 – Technical, (1) Subfactor 1 Key Personnel. “The offeror will provide evidence of certifications and submit copies of qualifications and certifications…”
a. Is this requirement requesting that Key Personnel provide certification numbers on the Key Personnel Resumes?
b. Can this requirement be met by simply stating the specific type of Certification earned on the Key Personnel Resumes?
A #15a: Offeror may provide certification title on the resume with the certification copy attached.
A #15b: No. Supporting certifications must be provided.
Q #16: RFP Section 6.i.1 Subfactor 1 Key Personnel / page 6. The RFP states, “The offeror will provide evidence of certifications and submit copies of qualifications and certifications as described in the table listed under the Performance Work Statement (PWS) 1.4.13.” And “The offeror shall submit resumes for these individuals authenticating the required experience, qualification, training, and certification(s) required of positions designated as “Key Personnel” in accordance with the table at PWS 1.4.13” Question: As the Technical Volume is limited to 50 pages, are these materials requested excluded from the page count?
A #16: The table of contents, resumes, and certifications will count toward the page limit for Volume 1. The maximum number of pages for Volume I (Technical Volume) will be increased from 50, to NO maximum page limit.
Q#17: RFP Section 6.iii VOLUME III Factor 3 - Price / page 9. The RFP states, “This volume shall consist of all information, required to support offered prices. The offeror shall submit their price proposal in Excel Format.”
Question: Should the entirety of the price volume be included in an Excel spreadsheet or does the government expect to have a Word (or any other document) document accompany it that contains the price narrative?
A#17: As stated in Addendum to 52.212-1 Instructions to Offerors, Volume III Factor 3 – Price, “A cost narrative is a written explanation about the price proposal calculations, basis of estimate data sources, etc”, therefore as long as there is a written narrative with sufficient detail, the written explanation may be provided on either format (i.e. Excel or Word).
Q #18: RFP Section 6.ii.3 Past Performance Questionnaire / page 11. The RFP states, “For all contracts identified in Section 1, Contract Descriptions, a Past Performance Questionnaire (Attachment A) must be completed and submitted.” Question: May offerors provide CPARS for contracts in lieu of Past Performance Questionnaires (Attachment A)?
A #18: No. The Past Performance Questionnaire and CPARS are not one nor the same.
Q #19: Can CPARS be used in the past performance section in lieu of past performance questionnaires? If so, how do we package and send them?
A #19: No. The Past Performance Questionnaire and CPARS are not one nor the same.
Q #20: Pricing: Does the Government desire sealed packages from subcontractors for pricing data other than “certified cost and pricing data?”
A #20: No. The Government does not require a sealed package from the subcontractors. Request pricing schedule similar to prime contractor as indicated in VOLUME III Factor 3 - Pricing information.
Q #21: Page 9: Past Performance page limits are given, but a minimum/maximum number of contracts is not listed.
Is there a minimum or maximum?
A #21: No, there is no minimum or maximum for the number of contracts.
Q #22: Page 21: Does "the extent to which personnel meet the requirements" refer to the Key positions as a group, or does it refer to each individual?
A #22: As stated in Addendum to 52.212-2 Evaluation, D. Evaluation Approach 1a, Adequacy of Response specifies that the proposal will be evaluated to determine the extent to which each requirement has been addressed in the proposal in accordance with the proposal submission section of the RFP. This means that within each sub-factor there are minimum criterion that will be evaluated individually and as an overall evaluation factor as indicated in the
RFP.
Q #23: General: Are resumes and letters of commitment for each of the 11 key personnel included in the Volume I page count?
A #23: Yes. The maximum number of pages for Volume I (Technical Volume) will be increased from 50, to NO maximum page limit.

Q #25: Will the government consider the utilization of individual past performance from Corporate personnel in response to the solicitation?
A #25: If ‘Corporate personnel’ is in the meaning of Past Performance information of the commercial contracts, refer to the Addendum to 52.212-1 Instructions to Offerors, Volume II Factor 2- Past Performance, where it states “Offers shall submit all Government and/or commercial contracts for the prime offeror and each subcontractor in performance or awarded during the past three years, from the issue date of this RRFP, which are relevant to the efforts required by this solicitation.”
Q #26: Do the resumes count toward the total Technical volume page count?
A #26: Yes. The maximum number of pages for Volume I (Technical Volume) will be increased from 50, to NO maximum page limit.
Q #27: Is there an incumbent(s) for this work?
A #27: Yes.
Q #28: If there is an incumbent, please provide incumbent information including:
a) Incumbent Name?
b) Previous Contract #?
c) Previous Award Amount?

e) 17
f) No
Q #29: Instructions – Volume I and Volume II regarding subcontractors, P8 & 9, For Subfactor 2 – Management and Staffing Plan (c) you reference “major subcontractor” several times. QUESTION: What constitutes a “major subcontractor”?
A #29: To clarify ‘Major subcontractors’ as used in the solicitation, refers to Any subcontractors the offeror will use.
Q #30: Instructions – Volume I and Volume II regarding subcontractors, P8 & 9, For Subfactor 2 – Management and Staffing Plan (c) you reference “major subcontractor” several times. In other instances you reference “all subcontractors”. QUESTION: Please specify the difference in what is required in our proposal content between a “major subcontractor” and a “non-major” subcontractor?
A #30: To clarify ‘Major subcontractors’ as used in the solicitation, refers to Any subcontractors the offeror will use.
Q #31: D. Evaluation Approach, P21, The RFP states “NOTE: Full Quality Control Plans WILL NOT be evaluated.
A full Quality Control Plan will be required if you are awarded a contract and is NOT required with the proposal. If you do provide a plan, indicate it is a draft or a sample from another project.” QUESTION: How will the Government evaluate a draft/sample QCP if included?
A #31: As stated in NOTE, Full Quality Control Plans WILL NOT be evaluated and is NOT required with the proposal.
Q #32: D. Evaluation Approach, P21, At the bottom of page 21 it states “Also, provide the page numbers where the required information/answers to the requirements can be found. If you fail to follow these instructions, your proposal may not be adequately evaluated.” QUESTION: Please clarify how these statements about page numbers apply – is this relevant only to a draft/sample QCP or does this apply throughout the proposal?
A #32: Yes. The statement in this paragraph about page numbers applies to a fully Quality Control Plan. Again, a full Quality Control Plan WILL NOT be evaluated and is NOT required with the proposal.
Question #33: Reference: PWS 1, page 29. The Government states that “any loss of access to the Pacific LandWarNet (PLWN) or its critical applications and services will severely degrade operations and mission in support of the 9th MSC Mission throughout the Pacific Theater of Operations (PTO).”
We do not see an evaluation factor that addresses the offerors’ understanding of the 9th MSC area of responsibility (AOR) along with their technical approach to managing daily operations throughout the AOR. Will the Government clarify where offerors should address their approach to preventing adverse operational impacts in support of all PTO units?
Answer #33: Offerors may address their approach to preventing adverse operational impacts in support of all PTO units in the Technical Volume I, under Subfactor 2, Management and Staffing Plan. To further clarify, the 9th MSC AOR and PTO refers to all the 9th MSC Facilities in the Pacific, to include the Data Center at Fort Shafter Flats and all the remote sites that provide services to customers at Camp Humphreys, KOR; Camp Zama, Japan; Saipan reserve center; Guam Reserve Center; American Samoa Reserve Center; Hilo, Maui, Fort Shafter, Fort Shafter Flats, Schofield Barracks, JBPHH, Reserve Centers; JBER, Alaska and Ft. Wainwright, Alaska Reserve Centers.
Q #34: Reference: PWS 1.2.6 Help Desk Management Services, page 33, and PWS 1.4.13 Key Personnel qualifications table, page 47. The responsibilities under PWS 1.2.6, Help Desk Management Services, include Tier 1 and Tier 2 C4IM system and network services, ASI management and security incident response, active directory user account and workstation account management, installation and configuration of software, and complete desktop and software support, as well as full life cycle management of all equipment. Those duties, along with the required and recommended qualifications and experience for the corresponding “Help Desk Technician/ Help Desk Support Service Specialist – Intermediate” labor category under PWS 1.4.13, are in effect system administrator duties. Please clarify whether the correct labor category for the six Help Desk Technician positions listed on pages 50 through 52 is “Intermediate System Administrator,” with a primary role supporting Help Desk requirements.
Answer #34: The Help Desk Technician/ Help Desk Support Service Specialist – Intermediate positions’ primary role is supporting Help Desk requirements.
Q #35 (a & b): Reference: PWS 1.4.13 Key Personnel qualifications table, page 47, and FAR 252.225-7976, Contractor Personnel Performing in Japan, page 106. The 17th table entry on PWS pages 51 and 52 references a Help Desk Technical Support Specialist position in Korea that will provide remote support to Japan. The FAR clause on page 106 of the solicitation references contractor personnel performing in Japan at the official invitation of the U.S. Government under U.S. Forces, Japan (USFJ) Status of Forces Agreement (SOFA) regulations, but with no reference to USF, Korea (USFK) SOFA status.
a) Please confirm that the reference to SOFA status should reflect USF Korea instead of USF Japan; and
b) Regarding the assumed SOFA-covered contractor status per USFK SOFA regulation 700-19, will the Government include a cost-reimbursable CLIN that covers Basic Allowance for Housing (BAH), Department of Defense Dependents Schools (DoDDs), Relocation, and Repatriation?
Answer #35 a): Yes. The reference to SOFA Status should reflect USFK instead of USFJ and has been revised in the solicitation.
Answer #35 b): No.
Q #36: Will the Government sponsor contractor personnel to get new Security Clearances?
Answer #36: Yes.
Q #37: Will the Government sponsor the contractor company to get a Facility Clearance?
Answer #37: Yes.
Q #38: PWS Section 2.1.11 What method is used for Customer Support 24/7/365 if hours of operation are normal day time hours 7 days a week?
Answer #38: In accordance with Section 2.1.11 of the PWS, the customer service help desk availability is on call 24/7/365 and shall be staffed during those hours indicated.
Q #39: What is included in off-site work?
Answer #39: Any work at a Remote site without a help desk technician and coverage for events not held at a normal duty location (conference, field training event, etc.)
Q #40: PWS Section 4.1 What equipment and facilities is contractor to provide?
Answer #40: None.
Q #41: Will the contractor be responsible for upgrading and deploying Windows 10 and Server 2019 systems?
Answer #41: Yes.
Q #42: Will contractor personnel be stationed in Guam or Saipan?
Answer #42: Guam
Q #43: What travel method is expected for contractor personnel between Korea and Japan, Guam, and Saipan?
Answer #43: Air
Q #44: I see a management and staffing plan to be included in the technical response, what other aspects of the work would the government like to be included in the proposal?
Answer #44: Refer to Addendum to 52.212-1 Instructions to Offerors, Subfactor 2 Management and Staffing Plan for the information to be included.
Q #45: RFP Section 6.i.1 Subfactor 1 Key Personnel / page 6. The RFP references DoD 8570.1 to define personnel qualifications. The Systems Administrator and VMWare Professional as well as the Network Engineer roles are identified as IAT Level II (per DoD 8570.1). We believe the requisite skills and experience for these roles more closely align to IAT Level III (which includes Enclave, advanced network and computer information assurance personnel). Question: Will the Government consider revising these requirements to read “IAT Level III” rather than “IAT Level II”?
Answer #45: No. IAT Level II will be able to accomplish all tasks required by the 9th MSC.
Q #46: RFP Section 1.4.13 / pages 47 through 52. The RFP lists mandatory experience with particular software and systems on some of the Required Qualifications while others are general to include years of experience and certifications. Question: Will the Government consider standardizing the Required Qualifications to enable consistency in pricing and ease backfilling restrictions?
Answer #46: No. The technologies/programs that do have not year requirements are not released long enough for there to be more than 2 years’ experience with it, or are used infrequently enough in the 9th MSC that a cursory knowledge is all that is needed.
Q #47: RFP Section 6.i.1 Subfactor 1 Key Personnel / page 6. May education be used as a substitute for experience? If so, what is the acceptable ratio in years?
Answer #47: We value experience over education so experience is preferred but we will accept 1 year education to 2 years of experience.
Q#48: Pages 6 -9; Key personnel Certifications: With the Jan 2021 Microsoft retirement of the MCSA and MCSE Certifications, will the government accept other certifications, such as the new Microsoft Azure Role Based Certifications, in lieu of MCSA and MCSE as qualified and compliant certifications?
Answer #48: Yes, as the certification tracks change, we will accept only the new equivalencies.
Q #49: Pages 6-9; Key Personnel Certifications: MCITP was retired between 2014 and 2016 because it was based on older versions of Microsoft technology. Will the government identify/allow substitute certifications to satisfy this key personnel requirement?
Answer #49: Yes. The MCSA equivalent is acceptable.
Q #50: Pages 6-9: Key personnel Certifications: The Microsoft MCSE Certification in the IT industry aligns with both the Microsoft Certified System Engineer and Microsoft Certified Solutions Expert qualified engineers. Will the government please confirm that either the MCSE (System Engineer) or MCSE (Solutions Expert) are qualified and compliant certifications?
Answer #50: Solutions Expert is the preferred certification as it is the newer version of the MCSE.
Q #51: Page 6 and page 47: Systems Administrator and VMWare Professional (Ft Shafter Flats), Key Position: On page 6, the RFP lists VCP, MCSE and CCNA as required certifications whereas on Page 47, these certifications are not identified as required certifications and the VCP Certification is listed as “Additional Recommended Qualifications”. Will the government clarify which of these certifications is required for this position?
Answer #51: VCP MCSE required.
Q #52: Page 6 and page 47: MSCE and CCNA certifications are predominately aligned in the IT industry to two separate and distinct career paths (Systems Engineering and Network Engineering), and it is uncommon for one individual to hold both. Will the government clarify why this position requires both of these certifications?
Answer #52: CCNA should be an additional recommended certification.
Q #53: Pricing: The competition to recruit/retain the highest quality of IT professionals in the current high demand/limited availability of personnel with the required skills and qualifications to support this contract is well documented and known in DoD. Other similar DoD IT services contracts provide on a cost reimbursable basis COLA, HOLA and Education Benefits in Alaska, Hawaii, Korea, Japan, American Samoa, and Guam. Will the government consider adding those benefits as a cost reimbursable expense in these locations?
Answer #53: No.
Q #54: Pricing: Will the Government reimburse DBA insurance premiums for Korea and Japan?
Answer #54: No.
Q #55: Pricing: Will the Government provide reimbursement for Hawaii excise tax (4.5%) and Guam Gross Receipts tax (4%)?
Answer #55: No.
Q #56: Page 54, Para 1.4.16.1, Transition Period: The RFP requires a 7-day Transition Period prior to the start of the Base Year Period of Performance; Will the government establish a Transition Period for these 7 days and require pricing for the costs associated with the transition period?
Answer #56: No.
Q #57: Page 47: Please confirm that the total FTEs is 18 and total Key Personnel is 11. There are breaks in the chart that make it unclear.
Answer #57: Yes, the total FTEs is 18 and total Key Personnel is 11.
Q #58: Key Personnel: 14. Referring to 48 CFR § 2052.215-70 - Key personnel, “... essential to the successful performance of the work...” — We suggest that requiring over 60% of the FTEs to be classified as “key” imposes an undue restriction on competition. Please consider reducing the key positions to those necessary manage the contract, for example, the program manager and site technical lead.
Answer #58: No. Due to the requirements of the unit during DSCA/HD, and Pandemic Response we have conducted both exercise and real world missions and concluded that the 11 personnel identified are key personnel.
Q #59: Will the government consider extending the submission date by at least two weeks to allow for bidders to respond to any modifications or amendments that occur as a result of questions?
Answer #59: No.
Q #60: What is the current number of FTEs performing the work today and their LCAT?
Answer #60: Seventeen (17). Current LCAT as stated in PWS.
Q #61: The solicitation states that the contractor shall “conduct phase-in procedures beginning 7 calendar days before the required full contract performance date timeframe consider 2-weeks. Will the government consider extension on the phase-in period to 14 days due to the geographically disparate locations and to allow for transfer of personnel clearances?
Answer #61: No.
Q #62: Based on the current pandemic what is the expectation for the staff to be located CONUS vs OCONUS?
Answer #62: The expectation is that the non key personnel are in commuting distance to their work location, and for Key personnel to work from their designated work location unless local military or government policy prevents it during the pandemic.
Q #63: What is the number of staff needed currently deployed by title:
Answer #63: Seventeen (17) is currently the number of staff.
For the follow-on C4IM requirement, one (1) Help Desk Technician/Help Desk Support Service Specialist – Intermediate (Ft Shafter Flats) has been added.
Q #64 a & b: What is the level of effort for the:
a) key personnel
b) additional Labor categories Answer #64 a: Eleven (11) are Key Personnel and hours are in accordance with PWS 2.1.11.
Answer #64 b: Seven (7) are non key personnel and hours are in accordance with PWS 2.1.11.
Q #65: Will the Government please release the associated tickets with MTTR, work load estimates?
Answer #65: No.

The Government will consider the past performance and experience of a subcontractor where the prime contractor provides, in its proposal, evidence of a binding teaming agreement or other contractual agreement which creates legal responsibility on the part of the prime contractor and the subcontractor to enter in to a subcontract. However the level of consideration will depend on the extent to which the proposal demonstrates the prime contractor’s commitment to award a subcontract to the subcontractor and the subcontractor’s commitment to enter in to a subcontract with the prime contractor, including legal accountability for both parties.
Past performance information shall be presented in the following format. The Offeror is encouraged to ensure the information provided is current. Data that is not current will be discarded and not considered. This volume shall be organized into the following sections:
