About this file
This document is an Amended Notice of Intent to Participate issued by the State of Oregon's Department of Administrative Services, Procurement Services (DAS PS), regarding its participation in interstate cooperative Master Agreements administered by the State of Idaho under the NASPO ValuePoint consortium. The State of Oregon intends to extend the term of two existing Participating Addenda with Fisher Scientific Company, LLC (PA 6456) and VWR International, LLC (PA 6455), which were originally executed to run concurrently with Idaho's Master Agreements. The Master Agreements were initially awarded effective April 1, 2016, for a three-year term with renewal options for up to two additional years. Idaho subsequently extended the Master Agreements through March 31, 2023, following an August 2020 extension through March 31, 2022, and a January 2022 extension through March 31, 2023. Oregon's Participating Addenda currently continue until the termination date of the underlying Master Agreements or termination of the Participating Addendum itself, whichever occurs first.
The amended notice announces Oregon's intention to extend the Participating Addenda with both suppliers to make the Oregon agreements coterminous with the Master Agreements administered by Idaho. This action serves to align Oregon's participation timeline with the state cooperative procurement structure, ensuring continuity of supply chain access for laboratory and scientific equipment and supplies through the two incumbent vendors. No specific pricing adjustments, set-asides, or funding allocations are detailed in this notice of intent, as the amendment pertains solely to the extension of existing agreements under the established NASPO ValuePoint cooperative framework.

The State of Oregon, acting by and through its Department of Administrative Services, Enterprise Goods and Services, Procurement Services (DAS PS), issued Notice #DASPS-2508-15 to notify the supplier community of its intent to participate with and to enter into one or more Participating Addenda under Master Agreements awarded by the State of Idaho as a result of an interstate cooperative procurement conducted by the State of Idaho for its benefit and the benefit of the member states of the National Association of State Procurement Officials (NASPO) ValuePoint.
Oregon’s notice of intent to participate stated the initial term of the Master Agreements would be 3 years with renewal provisions for up to 2 additional years. It also stated DAS PS anticipated that the Participating Addenda would run concurrently with the State of Idaho’s Master Agreements.
The State of Idaho awarded Master Agreements to Fisher Scientific Company, LLC and VWR International, LLC with an effective Date of April 1, 2016, for an initial term of 3 years. In August 2020, the State of Idaho extended the terms of both Master Agreements through March 31, 2022. In January 2022, the State of Idaho subsequently extended the terms through March 31, 2023.
The State of Oregon executed 2 Participating Addenda –with Fisher Scientific Company, LLC (PA 6456) and VWR International, LLC (PA 6455). The Participating Addenda state that their terms continue for a period ending on the termination date of the Master Agreement or when the Participating Addendum is terminated, whichever occurs first.
This notice amends the previous notice of intent to participate in order to notify the supplier community that DAS PS intends to extend the term of its Participating Addenda with Fisher Scientific Company, LLC (PA 6456) and VWR International, LLC (PA 6455). DAS PS intends to make the term of the Oregon Participating Addenda co-terminus with the Master Agreements.
