About this file
This is an Amendment #1 Questions & Answers document for a Traffic Sign Printer & Supplies invitation for bid issued by the South Carolina Department of Transportation (SCDOT). The solicitation (5400024579) seeks to procure a traffic sign printer and related supplies for SCDOT's sign shop operations. The deadline for offer submission is February 1, 2023 at 2:30 PM, with the question submission deadline having closed on January 11, 2023 at 10:00 AM. No pre-bid conference or site visit is scheduled. Award notification is anticipated on March 2, 2023. Offerors must maintain their offers open for a minimum of 90 calendar days after the opening date. All submissions must be made online through the South Carolina procurement website.
The amendment clarifies critical specification requirements through five questions and responses addressing warranty periods, sheeting type substitutions, software requirements, and color processing capabilities. SCDOT requires a minimum 12-year manufacturer's warranty on all printers, supplies, and materials provided as a manufacturer-approved system. The State accepts Type XI sheeting as a substitute for Type IX line items when specifications are equivalent or superior. While FlexiPrint software was originally specified due to SCDOT staff training and existing template alignment, the State confirmed acceptance of alternative RIP software provided it meets specifications. Regarding color processing, SCDOT clarified that CMYK color processes are acceptable as long as resulting colors meet MUTCD color requirements and warranty obligations are fulfilled. The State's current printer is a MUTOH TrafficJet with CMSpot6, and this solicitation seeks an additional printer meeting the outlined specifications in Section III of the solicitation document.

RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL
QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE
READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO
PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION.
QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY
RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN
ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED
TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.
QUESTION #1:
We just wanted to clarify for the above listed solicitation that non standard traffic/process colors are warrantied for ten years and workzone products are warranted for three years.
SCDOT RESPONSE:
The Solicitation requires a minimum 12 year manufacturer’s warranty, as described in various sections of the solicitation document; specifically within the specifications on pages 4, 14, and 15. Additionally, Section VII:
Terms and Conditions – B. Special/Warranty reads as follows:
WARRANTY -- SPECIAL
Contractor warrants all items acquired shall conform to all contractor's representations, the requirements of this contract, and all published documentation, and comes with the manufacture’s standard warranty. Additionally, all printers/supplies/materials provided shall be components of a manufacturer-approved system that when used in combination, provides a minimum 12-year traffic sign warranty.
QUESTION #2:
Also, wanted to confirm the State will accept Type XI products for line items where Type IX is in the item description.
SCDOT RESPONSE:
Yes, SCDOT finds it acceptable to bid Type XI sheeting with equivalent or higher specifications as a substitute for Type IX line items.
QUESTION #3:
Page 14 of solicitation # 5400024579 lists FlexiPrint software as a requirement of the Traffic Signage Digital Printer. Is there a reason that a printer using a different RIP software could not be used? We would like to propose an alternative RIP software but would like to understand why the specifications list Flexi.
SCDOT RESPONSE:
SCDOT currently utilizes FlexiPrint for our operations. The staff is trained on this program, and all of our templates and previously created custom designs are aligned with this software.
QUESTION #4:
Page 14 of solicitation # 5400024579 specifically requires the printer to be configured to print regulated/spot traffic colors as well as process custom mix colors. Is there a reason that a printer using CMYK vs. spot colors cannot be used given that the ASTM requirement is for the traffic colors to be in the particular color box?
SCDOT RESPONSE:
A printer using CMYK color processes will be acceptable, as long as the resulting colors meet MUTCD color requirements, and the warranty requirements are fulfilled.
QUESTION #5:
Would you confirm your current printer?
SCDOT RESPONSE:
Our current printer is a MUTOH TrafficJet with CMSpot6.
We are looking to add an additional printer in our sign shop which will meet the specifications outlined in Section III of the Solicitation document.
All other terms, conditions, bidding instructions, and specifications remain unchanged. If there are any questions or if any confusion or uncertainty arises as a result of this amendment, it is the sole responsibility of the offeror to contact the procurement officer for clarification.
