About this file

This is an Addendum document issued by the Texas Department of Transportation (TxDOT) regarding solicitation number 601440000051029 for Texas Travel Literature Fulfillment Services and Online Ordering System. TxDOT is seeking to establish contracts for two distinct but related services, which may be awarded as a combined contract to a single vendor or as separate contracts to multiple vendors based on best value and qualifications. Responses must be submitted through the TxDOT Procurement Portal at https://txdot.bonfirehub.com/ by the deadline of May 14, 2026, with no responses accepted after the specified opening date and time. The primary procurement contact is Robert Craig, CTCD, available at Robert.Craig@txdot.gov or 325-676-6935. The solicitation was revised on August 1, 2025, and all submissions must comply with requirements in the current version. Vendors are required to monitor the TxDOT Procurement Portal regularly for updates, including addendums, questions and answers, and related documents.

TxDOT utilizes the National Institute of Governmental Purchasing (NIGP) code system to standardize purchases and select vendors from the Texas Comptroller of Public Accounts' Centralized Master Bidders List (CMBL). New suppliers and vendors wishing to provide materials, equipment, supplies, and services to TxDOT must apply to be added to the CMBL to receive bidding opportunities, with information available at https://comptroller.texas.gov/purchasing/vendor/cmbl/ or 512-463-3459. Existing TxDOT vendors should verify that their CMBL information is accurate and that applicable NIGP class and item codes are selected for services they can provide. The solicitation document does not specify set-aside designations, incumbent preferences, current contractor considerations, or award values and budget ranges. Technical support for the Bonfire platform submission system is available through https://customer.eunasolutions.com/public/s/knowledge-base/bonfire-hub.

USE OF NATIONAL INSTITUTE OF GOVERNMENTAL PURCHASING CODE

The Texas Department of Transportation (TxDOT) uses the National Institute of Governmental Purchasing, Inc., (NIGP) code to standardize purchases by conforming to the class, item, and group structure of the code. The NIGP code is used to select vendors for our master vendor file from the Texas Comptroller of Public Accounts (CPA) Centralized Master Bidders List (CMBL).

New suppliers and other vendors wishing to furnish materials, equipment, supplies and services to TxDOT should apply to be on the CMBL to receive bidding opportunities.

Existing TxDOT vendors need only be concerned that the information listed on the CMBL file is correct, and that the applicable NIGP class and item are selected for those you can provide.

CMBL information is available online at: https://comptroller.texas.gov/purchasing/vendor/cmbl/ or by phoning 512-463-3459.
